TERMINAL The offer of the Southern Pacific company to this citv made last night through the Chamber of commerce is more remarkable for what is does not say than for what it offers. At first brush one would think that the decision had been reached to place the -division point, roundhouse and repair shops at or near Klamath FaWs. But it means nothing of the kind. In brief the offei mearisaihat if the people of this city and county will join hands with the Southern Pacific in an effort to keep the Northern lines from coming here; aid in securing from the Interstate commerce commission permission to extend the -Strahorn line to Williamson river and Lake view and acquire and broad-..iaagv the N. G. O., Ju -vision point will be located within six or eight miles of Klamath Falls. , We have known for sometime Chat the Souuiern ra cific has been taking-options on land eight miles from Klamath Falls, and the announcement that the division point would be located there is not surprising. The sur prising thing is that the Southern Pacific has the courage to come to this city with such a proposition. It seems to us that it is an insult to so publicly attempt to buy an entire community, the consideration to be a go.d brick. If it had been frank enough to state that a site in the vicinity of Midland had already been selected and that announcement to that effect was made at this ; time to quiet stories of its location elsewhere, it would have left a better flavor. Does the Southern Pacific think that tne people are troing to join hands with them in concerted move to keep out the Northern lines? . Does it think that the lbcation,of the division point at Midland will meet the demands of the citv, when amnle territory within the city, or immediately adiacent thereto, is easily and reas onably procurable? If so, it is but typical of the mental attitude of those in charge of the administration of the affairs of that great railway system. Cal. they do not stand for nor represent any constituency, In paragraph two, it is admitted, as published exclu sively in The Evening Herald, that a deal has been made for a special log rate n the Strahorn line, but that is no Inducement for the people to shut out the one big development tjactor that stands ready to enter the county --the Northern lines. Nowhere in the offer is to be found one to return 'o the city the .$..00,000 of the people's money invested in the Strahorn line invested for the sole purpose of securing the entrance of the Northern line ami now being used to shut them out. Klamath Falls wants back its money and il Is going to get it. in paragraph three it is virtually admitted that the Evening Herald's outline for rail construction in Modoc county is correct, when it says that application is to be made for the construction of a line that will give "a 'route via Ogden that will be reasonably direct' This line zig-zags back and forth across Modoc county, with I the evident purpose of shuttinsr out the Northern lines! Nowhere in the statement is to be found a definite date When the application for this new line will be made. It :s sought to blind the people by stating mat, upon ap proval of the commission we will promptly undertake the eonstrnction of this line and build it within the time set by the commission." That application may not be made for ten years, 6r never, so far as this "statement IS concerned. It is this same evasion mat nas goi-uivii the construction of the Modoc Northern.
