If it is based upon the will of the people, the Southern- Pacific is doomed to disappointment, if it means that this city is tq Oppose the Northern lines. The Northern lines are wanted by the people and any per son, official, organization or corporation that will under take t'i stop their doming, must at the same time prepare for the reprisal the people are going to administer. Tbt Northern iibes are wanted, not as a punishment to the Southern Pacilic; not because there is any commun ! ity resentment against it and what it has or may do for the development of the country, but because they are I onfident that with the-coming of the Northern lines will follow the development we have been looking for for twenty years, a development that has been delayed by high freight rates, inadequate car Supply; and the fail , tire of the Southern Pacific to grasp the opportunity of fered in greater railroad expansion, such as it now seeks to offer in an indirect and evasive manner. If the Southern Pacific had built structed the Modoc Northern, there would be no need today for the Northern lines, but the Southern.
