A very meritorious bill, appar ently, so at least from the hasty consideration that we have been enabled to give the copy sent us, is that presented by the post-office and post-roads committee in the senate, in their report upon the bill to merge the third and fourth class postal matter into one class and reduce the postage on what is now fourth class matter from 16 cts. to 8 cts. per pound. The com mittee were of the opinion that the change to eight cents a pound for present fourrh-elass matter will amply compensate the government for handling and transporting it. The proposed reduction will not therefore tend to create a deficiency. A vast majority of the parcels will be of light weight and carried but short distances, and will be handled at a profit. Each piece of third and fourth-class matter creates at least one, and generally several, pieces of first-class, which is a source of large profit. The measure therefore cannot be objected to an account of economy. The committee says that the United States, while having the cheapest letter and newspaper postage, and in many respects the best postal service of any country in the world, is far behind nearly every other leading government in providing facilities for the carriage of. merchandise and miscellaneous articles in the mails. We are al- j most alone in being without the parcels post system, which has be come a marked feature in the postal establishments of other countries. Under this system merchandise and other matter of almost every description are carried in the mails at a small fraction of the cnarge and in quantities greatly j in excess of that allowed on fourth class matter in this country. The present charge of sixteen cents a pound is prohibitory in its effects, often compelling people to deny themselves of small articles, whether of necessity or comfort, which they cannot procure other wise than through the mails. The hardship falls most heavily upon those living in the rural districts, where the home markets are scantily supplied and where the usual means of private transporta tion do not exist. That irrepressible Frenchman, Gen. Boulanger, appears to be fully versed in the monte-bank ways of keeping his name before the public. His self advertising scheme of getting some one to shoot at him, appears to have worked as he desired and enabled him to gain popularity to again pose as a legislative candidate, with prospects of success. The only thing that would effectually squelch him would be actual war and the responsibility of leading in reajl action, which would probably efffctuallv drive him to the rear, and obscurity The robbery of the through mail pouch, from Portland, Oregon, to New York, of a package containing over ten thousand dollars in cur rency, sent by the First National hank of Portland, to the Chemical National bank, of New York ex hibits a cas of daring theft. Probably, however, the perpetra tors will be brought to speedy jijwtiee, and the money captured and sent on to Its proper owners, as Uncle ciam's arrangements for o doing are sure and swift. Dickens, a nephew ot the great English novelist com mitted suicide recently at Los Angeles. He left the following cool explanation of his peculiar conduct : ''Standing on what the average reporter would describe as the 'threshold of death,' I cannot help smiling at the utter hypocrisy and humbug of this su'-lunary sphere. I am perfectly conscious that at least a portion of what the people terra respectable citizens will de cide that I was crazy when I ter minated my existence. On the contrary, I am decidedly sane, remarkable weary, and finding my financial relations strained, I take the easiest solution of the problem. Having lived over fifty years as a Bohemian, I have had ample leisure for a study of psychology, and my conclusions have made me slightly discontented. I find my fellow-creatures thieves, prosti tutes, and no matter how social hurabuggery attempts to cover them, they remain the same. I do not know whether I am better or worse than my companions, but at any rate I am willing to leave the decision to fate, and will not apply for a change of venue. The Democratic territorial con yention for Idaho, adopted a plat form that opposes any division of the territory as is proposed in the scheme of annexing the panhandle to'Washington, and is silent upon the Mormon question which is one of the leading issues there. James H. Hawley was nominated dele gate to congress. It is thought that the republicans, who meet on the 29th will re nominate Dubois, the present incumbent and that he will be elected The sugar trust, that operates on purely speculative grounds, and succeeds by using the imfamous "cornering" methods, is responsi ble for the people having to pay in the neighborhood of 2. cts. per pound more than they should have paid for all of the sugar that has been used in putting up fruit this season. Legislation should be immediately and vigorously formu lated against these nefarious trusts, so that the peoples rights can be maintained. NEW TO-DAY. strayed.
