faces, such as:
Public Safety:
We all deserve a safe place
to live w ith o u t fear for our
safety. I believe there is a need
to develop strong local poli­
cies to guide our com m unity
to beco m e safe. T h ere is a
need to support current laws
and policies equally and in a
tim ely manner.
Addictions:
O u r n um ber one problem
continues to be alcohol, fol­
lo w ed by su b sta n c e abuse.
T here is a need to focus on
p re v e n tio n , tre a tm e n t an d
a f te r c a r e , f r o m p r e - n a ta l
through o u r adult years.
H ousing shortages:
E v ery o h e deserves th eir
ow n hom e. We need to seek
all p o ss ib le fu n d in g to
m ake th is p o ssib le a n d
affordable.
U n e m p lo y m e n t: 65
p e r c e n t u n e m p lo y m e n t
rate is unacceptable. We
need to seek o u t o p p o r­
tunities- for our people to
b e g a in fu lly e m p lo y e d
w ith livable wages,
Budgetary shortfalls:
I t is tim e for us to stop
a n d e v a lu a te w h a t is
working, w hat is not, w hat
are o u r gaps and a plan to
live w ithin our means.
H ealth and Wellness:
W e n e e d to u n d e r ­
stand th at we are respon­
sible fo r o u r h ealth and
wellness.
T h e com m unity needs
to m ak e h e a lth a n d
w e lln e ss a p rio rity . We
c a n m a k e th e c h a n g e s
and w e can su p p o rt each
other.
So, I ask you people,
give m e an opportunity to
serve you by v o tin g fo r
m e to serve in the 25th
Tribal Council. I am will­
ing to face the hard w ork
in creating the change that
is needed for m y com m u­

people w ant a voice in the

vote. People also w ant to
b e h e ard w h e n th ere are
issues o r concerns th at af­
f e c t t h e W a rm S p rin g s
Tribes. I t is m y belief that
the only way the people will
be heard o r inform ed is by
c h a n g in g th e I n te g ra te d
R e so u rc e M an ag em en t
Plan (IRMP) from w hat is
being titled now as law, to
be a guide. T h e m anner in
w hich this docum ent is b e ­
in g im p le m e n te d today,
there is little o r no in p u t/
in fo rm a tio n f r o m /to the
tribal m em bership and this
needs to be changed.
T h e C onfederated Tribes
o f W arm Springs cu rrently
have m any issues and c o n ­
cerns (H o u sin g , E co n o m ic
D evelopm ent, H ealth Care,
leadership) for the m em ber­
ship. All leaders o f this tribe
m ust consider the im portance
o f the riiem bership priorities,
and to address and inform the
m em bership on all decisions
th at are being m ade th at
affect o u r tribal nation.
W e a re a t th e sta g e
no w w here every decision
a n d e v ery c h a n g e w e
m a k e to d a y w ill h a v e
lasting lo n g te rm im p a c t
o n o u r f u tu r e g e n e r a ­
tions. I n m y o p in io n , the
p e o p le n e e d to b e h e ard

b o rn child ren o f th e fu ­
tu re are g o in g to b e the
ones th a t will e ith e r in ­

I hear the people call
for change, yet election
after election w e vote the
sam e people in to office
and think that things will
change. In the tough fi­
nancial tim es that w e are
in, we need solid leader­
ship now. T here are m any
tribal m em bers struggling
to survive.
O u r tim e o f change is
today, the Tw enty-Sixth
C o u n c il n e ed s to h e a r
y o u r c o n c e rn s a n d a d ­
dress them and “N o t let
th em fall on d eaf ears.”
Fam ilies are divided
w ith the large n um ber o f
candidates that'have been
n om inated. W e n e ed to
get the family unity back
so w e as tribal m em bers
can select the candidates
w ho will set the direction
the tribe needs to go in
o rd e r to survive. Fam i­
lies need to talk and de­
bate w ho is the right p e r­
son fo r ou r Twenty-Sixth
C ouncil and is the candi­
date there for them selves
o r the people.
O u r u p p e r m anage­
m en t. n e e d s to b e a c ­
countable to the people.
O u r G M ’s heed to be al­
low ed to direct their de­
p a rtm e n ts w ith p ro fe s ­
sionalism an d integrity.
W hy did w e hire th em if
we are to continually sec­
o n d guessing th em every
s te p o f th e w ay? T h e
question needs to be, A re
they doing the job for the
best interest o f the tribe
as a w hole?'
H o w do w e as a Tribal
C ouncil fix the budget?
T his is the m illion dollar
question.
I say w e start by m ak­
ing ou r enterprise m an­
agers sharpen their p en ­
cils. D o n ’t give us an out­
right lie th at this project
will produce extravagant '
am ounts o f m oney to the
tribe as a dividend then do n ’t
deliver at the end o f the year.

one person in charge and they

need to select the right p e r­
son to do the job and n o t di­
vide the duties o f one m an­

enough Indians?
We cannot let u pper m an­
agem ent dictate w ho gets to
speak to C ouncil. I t is o u r
right as tribal m em bers to be
able to address o u r leaders
a n d re q u e s t answ ers- fro m
I lo o k to p r o m o te a c ­
countability o f our lead­
e rsh ip and m anagem ent;
I w ill also try to m ake
tribal m em ber preference
the “n o rm ” in hiring o f
employees. I will w ork at
creating jobs for our tribal
m em b e rs a n d y o u th as
w ell as p r o m o tin g th e
tribal m em ber successor-
ship program w ithin our
tribe and o u r enterprises.

rights se ttle m e n t agree­
m e n t, th e F E R C d a m
relicensing, establishing
w ater quality standard for
th e tr ib e , a n d g e ttin g
T reatm ent as a state 401
authority delegated to the
tribe fo r w ater quality.
I have been active in
our com m unity youth ac­
tivities fo r a n u m b er o f
years coaching football,
th em . I p ro p o s e m o re g en eral
b aseb all a n d v o lu n te e rin g
co u n cil m eetin g s fro m the
Twenty-Sixth Council.
W e also h e a r fro m b u r
leaders “I have an open door
policy” yet, are they readily
accessible?
I f I am elected to council,
I d on’t prom ise to change the
w orld overnight b u t w ork to
im prove com m unication b e ­
tw een council and the people.

o f e c o n o m ic d e v e lo p ­
m e n t needs, b u t saying
vote for m e and I will fix
it w ould be saying I have
a plan and this is going to do
it. I t ’s going to take unity to
m ake this change p o ssib le ,
n o t one elected candidate but
all!

youth. We are neglecting their
needs and security. O u r prim e
focus should be on their fu­
tures. W e need to quit g am ­
bling their futures and values
fo r the fact th at it is n o t ours
to do so.
O u r population.for 21 and
u n d er is above any other, and
it is sad they cannot vote for
their needs. All they expect is
to be o u r priority and for us
to m aintain youth program s,
and to help find resources to
im p ro v e e xisting p ro g ram s
and facilities.

m unity is getting engaged.
