First and fore m ost I thank my creator for the life I have been given as well the blessings o f life I have in my chil dren. My name is Carlos Calica and I have been nominated to run for the T w enty-S ixth T rib al Council. My family I come from we have been lead ers for our people both in p o litics and in o u r longhouses, with Washut, W asliki, and ided icin e Dance. My ancestry goes back to Tuckta, Moody, Sidwalter bloodlines. I have accepted the n o m in atio n to ru n for Tribal Council in hopes o f m a k i n g . se v e ra l c h a n g e s w ithin our reservation, and the community. One thing I can proudly say is I have been o f continual service and dedication to m y p eo p le b e fo re th e nom ination process has commenced. I donate my time to helping families in the longhouse, in the com munity with the elders and the children. We coordi nate and v olunteer for many activities in the com munities and events. O ur people have been hit with some real crucial times as we were once a wealthy tribe with prom ising enterprises and rev enues that gave us a fu ture to look forward to. As time went by we failed to co n tin u e to p u rsu e profitable ventures to con tinue bringing the needed revenues to our tribe and organization. Population has increased in the last 30 years, and we have been facing downward de cline in our ability to bring a secure future for the people, our children and future gen erations-. We have failed as commu nity members to help others and our own families with the alcohol and drug abuse, do mestic violence, elder abuse, crimes against one another. We don’t have much to offer the children anymore, and that should be our focus in stead o f the adults running the kids out o f the Commu nity Center. T h at Center is for the children First! Let it be used on the weekends as an open gym for basketball, sports camps, drills, the so cial hall for our kids that ex press thru art and dance. Now it is just there from 4-6 p.m. for the kids, and they get kicked o ff the court d u e'to adult basketball. The way we were raised as older adults to the children now is so different, and we weren’t given a choice to not follow, our culture and tradi tions,: We were taught to g o and participate and learn the ways o f other religions and now our children and fami lies don’t follow or believe in our unwritten laws (Tamanwit) that we are to live by. I want to gain the confidence o f the people o f the Agency District and the Community, and not be nom inated by family or depend on family to get a seat on Council. I am oiie w ho is not going to p ut false hopes and promises to, the people in order to get a vote. In th e years so m any p eo p le m ade p ro m ises o f change and told us what we wanted to hear on paper, and I can say a few lived by their word. But one voice will not make change, and I hope the tight leadership can be elected to lead our people in a good direction and secure future. Family favoritism needs to be set aside and we need to come together and vote for people who will put their people first. Family will always be family even if th ey are n o t voted into Council, and I hate to make that sound bad or disrespect anyone w ith my thoughts or actions. But we are at a time when we need individuals who are willing to give their heart and dedication to their people. Look closely and deliberately at the path we are one, and then ask o u rselv es th is crucial question: Does this path have a Heart, Body and Spirit? I f it does, then it is a g o o d p a th , if it doesn’t, it is o f no use. In our lives and in our songs it talks about the heart, body and spirit, as we all are given, and the way we live our lives is the same way o f the songs we sing and live by. H ow many o f our in cumbents in each district follow or even participate in our Culture and Tradi tions? O ne thing I always say is w e a re rich in Cul ture only if qnly all o f our leadership and m em ber ship would come and be lieve in our Religion that has been given to us by the one above w ho has given us life. I am o f ser vice to children, elders, community on a daily ba sis and am proud to say I am Warm Springs, Wasco and Paiute. Leadership needs to be by example and the T ribal C ouncil and Management need to m ake th e n eed ed cuts from the Top Down! As tribal attorneys and hiring staff attorneys o f which we have qualified m em bers to. serve in that ca pacity. Areas outside the reservation have opened up n u m ero u s business ventures which we could have done and brought jobs to W arm Springs. F aceb o o k o p en ed data center #7 , and Apple pur chased land to operate a d ata c e n te r, all in Prineville. We could have done the same on lease, provided jobs and partial ownership in those com panies. We could have a travel center to accommo date trucks and numerous travelers th at pass th ru our reservation, selling gas at a true rate instead o f the gouging prices we pay. I f your actions inspire o th ers to dream m ore, learn m ore, do more, and becom e m ore, then you are a leader. For employment status, I believe in practicing seniority. I also plan to maintain these prac tices. Tribal Council’s prim ary duty is to ensure all o f the trib e’s assets are protected and maintained. At the same time, Council has an obliga tio n to ensure in p u t from tribal membership is included in the decision-making pro cess. My first goal will be to ensure all m atters are dealt with according to the consti tution and by-laws. Next, tar get issues that subsist within the reservation which include: travel (is travel necessary, fea sible, cost-effective?), tribal spending $25,000-plus shall be handled by popular refer endum, enforcement o f 8363 tribal m em ber preference, cultural preservation, sensible, effective protection o f our n a tu ra l re so u rc e s, ex panded housing for tribal members, animal control, job creation and the list continues, My family has a history o f leadership w ithin the tribe. My father, A lfred S m ith Sr., se rv e d as Wasco Chief, at the same time was head o f hunting and fishing (see W asco M eeting M inutes dated O ctober 13,1988), served as Tribal C ourt Judge for th e T rib al C o u rt, and served on the N inth Tribal Council. My sister, late Rita Squiemphen, served on T rib a l C o u n cil fo r seven term s. M ore re cently, my brother Alfred S m ith Jr. o b ta in e d th e W asco C h ieftain sh ip . Alfred also operates a suc cessful business, i H ard w ork, com m on sense, honesty, business sense and experience and being fair are qualities I bring to the table. T hen 1969-1980, I worked for the late Zane Jackson, w ho served on Tribal Council and oper ated an independent log ging business. In 1981 fo p re s e n t, .1 sta rte d my owned as an independent logging contractor. Over the years my business has expanded to road ripping, snow plowing, wild land fire rehab, road building, cul vert work, and brush pil ing. This expansion has also led to sub-contracting with the following tribal mem b er logging com panies: Brunoe Logging, Tom Cat Logging and Alfred Smith Jr. Logging. Smith and I am a nom inee for Tribal Council in the Agency D is trict. I am the son o f Janice S m ith an d W illiam L eonard, although I was raised b y my grandparents Milan Smith Sr. and Eliza beth David. I would like to thank Mary Tohet for her nomination and I, am hon ored and privileged to be considered for the office. E x cep t fo r th e th ree years working for the O r egon D epartm ent o f Fish and Wildlife, I have lived my entire life here on the W arm Springs R eserva tion. During my time here I have worked and occu pied a variety o f capacities for our tribal government, I have learned a lot about our tribal department per sonnel and the people who manage them. H aving been hired as blue collar worker, to be ing an assistant manager for a S6 million fisheries facil ity, I have witnessed a lot 6 f good things and positive developments in the Tribal Natural Resources D epart ment. From digging a ditch in the production plant to supervising the entire wet side at Warm Springs Com posite Products, I have wit nessed th e com pany go from the brink o f closing its doors indefinitely, to curren tly bein g a w orld class fire-p ro o f m aterial producer for some o f the world’s largest skyscrapers. W orking as a Forestry Technician who was trained in engineering, pre-sales, sales, to being hired in the terrible economic condi tion that could possibly result in the tribe taking a slow downward plunge to w ards a neg ativ e e c o nomic and social disposi tion, if we continue on our current path. Some people think things are okay and the systeni is fine the way it is---- 1 am n o t one o f w oods as a k n o t bum per, equipm ent operator, sawyer in my younger years as a log ger. Then being hired to clean th e b o iler, o p e ra te heavy equipment, clean and operate stationary machinery at Warm Springs Forest Products In dustries, to then starting ma jor changes in business opera tions, enterprise direction and management many years later as a board o f directors mem ber. From working as a Ford Family Foundation Leader ship Program student to be ing Chairman o f the On-Res ervation Fish and W ildlife Committee, I have seen the good and bad o f our politi cal system and also the threats to our Treaty sovereignty, and culture. I will not list all the things I have completed in my short fife that I believe may help our tribe to continue to be prosperous, self-sustaining, self-efficient, sovereign, and economically viable force in the .coming century, but I do w ant to please ask for your consideration and support to represent you as an Agency District Tribal Council Mem ber. The stakes couldn’t be any higher right now. We have a these people! I f we w ork together, we can solve a lot o f these issues. We need people w ho can lead by example, focus direction, develop plans, navigate the politi cal environm ent, and to build a political coalition to m ake pure the plans are completed for the ben efit o f th e peo p le as a whole. We need someone w ho has d em o n strated they can do all this and can also com m unicate w ith our local community to be engaged along every phase o f the planning process. N ow is the tim e we start thinking o f the fu tu re, o u r children, and their children. It’s time we start thinking about how we should be taking care o f one another and stew ards o f the land we uti lize for future generations. It’s time to enhance and protect our reserved ab original rights as a tribe. I believe we can do it. We are the Confederated Tribes o f Warm Springs and we can do anything we set o u r m in d s to.
