I ’ve b een a faith fu l born again Christian since 1997 and I stand upon a Solid foundation, living honestly, with integrity, lov ing and praying for our tribe. I ’ve w o rk ed fo r the T ribe from 1991-2008, mostly in the Tribal Social Services Department, and I learn ed and I- becam e knowledgeable about the tribal organization, tribal enterprises, com m ittees and other aspects o f the tribe. Early on, I made it a point to attend the G en eral Council meetings to stay updated and to hear the tribal m em ber con cerns. I heard the frustra tions in their voices and the disappointment they had in the leadership to carry out and to make decisions. I believe in the Pow er o f Voice, o f our tribal mem bers, and believe it is time to listen to w hat’s being said and build upon the strengths, th a t the first Tribal Council adhered to when they accepted a Cor porate Charter from the United States for our busi ness endeavors', and put our tribe on the road to self sufficiency by actively seeking financial indepen dence. Yet, it can be done, it needs to get done, our children’s future depends on it. Carlos Smith D ear Tribal Member, H ello , my nam e is I have worked in Tribal government for 49 years and have w orked all o f my adult life for the tribes from 1960 to December, 2009 in one capacity or, another. I want to share with you a listed o f the positions that I have held within the Tribal Organi zation that qualify me for the agency district repre sentative on tribal coun cil. The many work expe rience and managerial and supervisory positions that I have held has been very diversified throughout my employment career with the organization. M ost o f m y w o rk ex p erien ces have started from an en try-level position with pro m otions to the supervi sory or, management po sition within the office/ p ro g ram . M o st o f my work experience has had additional duties assigned to them in addition to pri mary duties and responsi bilities for the positions that I have held: The following is a list ing o f employee positions and com m ittees th a t I -have held within and out side o f the tribal organi zation: Public Utilities: Jack hammer Operator, Small C rane O p erato r, Sewer Pipe layer. My heritage is with the Wasco and Warm Springs Tribes, and I am writing this letter to ask you to vote for me as an Agency D is tric t Merq,ber o f Tribal Council. I am from the Smith family: my parents are Robert Smith and Brenda Williams. My grandpar ents are Faye Waheneka and Roscoq Smith. My great grandparents were F anny and G ra n t Waheneka, and Lucinda and Alfred Smith Sr. My w ife is T ribal M em ber A ngela Selam Smith. Both o f my boys are T rib al M em bers; Y ancy S m ith, 14, and K illian S m ith, 12. My family and I are all drug and alcohol free. O ur reservation is fac ing some tough financial times, We have for the past few years used the rainy day fund.saved by the elders to cover and pay for our operations budget. We are fast running out o f money for the future. I know we need to fo cus on bringing new jobs to W arm Springs. We have the land, and we have many, many smart tribal members willing to work. Let’s put our heads together and work on pro viding some jobs for the people. We have many quali fied college ed u cated tribal Members that are willing to come back to Warm Springs and work. We have even m ore tribal members going to and finishing college each year. It is time for the tribe to start to invest in Jeff Sanders ter; Supervisor Janitors - Com munity Center.; Assis our own young people. Let’s not only provide an education, but let’s put th em to w ork fo r th e tribe. I m oved my . family- o ff the R eservation in 2004 tq help advance my career in the ,H otel/Re- sort Business. I worked for both the D o ubleT ree by H ilto n and the H ilton G arden In n . D u rin g my tim e working for Hilton, I was p ro m o te d to G en era) M an ag er in L ake O s wego, Oregon. Two years ago th e tribes asked me to come back and help revitalize Kah-Nee-Ta Resort. This is only my second year back but I see a great fu ture for our resort. I know deep in my. heart th at my business' experience both on and o ff the reservation will be o f g reat b en efit , w hen dealing with the manyis- sues that the Tribal Coun cil faces. Making wise decisions now is absolutely neces sary as we work hard to build a brighter tom or row. Once again I humbly ask for your support and your vote. Thank you! I have received over 200 hours o f management train ing that was specifically related to senior Management train ing. This training included but was n o t limited to Strategic Planning, Executive Manage m ent Courses, Executive Fo rum Training, Total Quality M an ag em en t, W ork L ife Training, Team Building, B. I. A. B udget T rain in g /w o rk - shops, GM Workshop Train ing, Budget Training, and In ternal Audit. In addition to this organi zational training I have been High b Lookee Lodge a part o f other organizational related committees and ap pointments: I served twenty-one years on the Jefferson County 509- J S ch o o l D istric t. I have served a num ber o f term s as their board chairman, in addition to being on the 509- J Budget Committee for 21 years; I also I serve on the E ducation Service D istrict Budget Committee. I have been elected to the Oregori State School Board Association and served for eight years in an at-large po sition twice, and held the po sitions o f Secretary T rea surer, Vice-Chairman, Presi dent-Elect, and President o f the O regon School Boards Association. While on this board I was also the appointed to the N a tional School Board, as the Oregon Minority representa tive for the state o f Oregon. I have served on the Tribal Alcohol & D rug Council for the twenty-plus years, and I had been the chairman for nine years. We administered a $ 600,000 grant from the R o b e rt W oods Jo h n s o n F ou n d ation for Substance Abuse Prevention. T h e G o v e rn o r fo r th e S tate o f O re g o n has a p pointed me for two, two-year term s on the State Alcohol & Drugs Council. This coun cil Ijas the over sight respon sibility for reviewing all state agencies departm ents, p ro grams and services on Alco h o l & D ru g m atters. I have* s e r v e d '’on:;th re e Oregon State Task Forces on Education issues, as well as school board issues. Such as Site Council, Minority Issues within School districts and the state Vocational Rehab Re form , 1 have served as the Co- Chairman for the Jefferson C o u n ty C o m m u n ity T ask Force on race relations be tween Native American/His- panic and the N o n Indian communities. - I believe this coriibination o f work experience, knowl edge, tra in in g and com m ittee’s appointm ents have given me the tools in which to effectively perform the duties and responsibilities for the Agency D istrict Rep resen tativ e o n th e T ribal Council. We are faced with a num ber o f decisions that could bring our tribal government as we know it, to its knees. The future o f our tribal mem bers and our tribal govern m ent are at risk. The leader ship chosen by you the people will shape our future. Revenue, unemployment, poverty, size o f tribal govern ment, programs and services, su b stan ce use and abuse, housing, sustainable family income, economic devel opment, crime rate, edu cation programs and ser vices, quality o f life, fed eral budget reduction in education, health, m edi care, law en fo rcem en t, B.I.A. and I.H.S programs and services. Tribal Bud g et re d u c tio n s to p er capita, sen io r p en sio n , tribal budgets, furloughed employees, reduced size o f tribal government and its programs and services, to name but a few. This list is by no means conclusive. All require the immediate attention and d ecisio n s by th e new T rib a l C ouncil. T h e elec ted trib a l co u n cil members will need to hit the ground running and not a slow learning curve to u n d erstan d and talk about the issues. The choice to be made by the agency district vot ers has never ever been more im portant now than ever before. I encourage you to make you decision based upon on the knowl edge and work experience o f the candidate and not personal feeling or family relationships. The time for change is now. We need to think sm arter to answer the problem we face to day. I f we keep electing the same representatives we w ill’keep getting the same answers that are be ing presented to us now. Loss o f ,Per Capita, and/ or Senior, Pensions is not an option for consider ation. The financial crisis we face today did not happen in the last couple o f years, they were in the making for last 10—12 years. H o ld in g th e T rib al Government accountabil ity and responsibility for desired outcomes are the keys to our future thru an effective and efficient se nior management. Senior management being the of fices o f th e S ecretary T re a s u re /C E O , C h ie f O p e ra tio n s O ffic e r, Branch M anagers/Direc- tors and their budget ex penditures. Cutting out the ineffec tive and inefficient tribal program and services and supervisors. A nd to pro vide. only essential tribal government programs and services that will deliver the quality and quantity of services th at m eets the needs o f the people.
