HOOD RIVER GLACIER, THURSDAY, OCTOBER 22 1008. Three L DEftlSlIl iviuri Actual Operation of PoiUI Savins Banks in Philippines. Two Tears' Experiment Indicates the Flan Is Successful. The only NIKtl, savings bank sys tem In opiM-ation under the American fliR Is Unit in the llillippiiieg, wliciv, alter twu years of experiment, the Institution has neon di-claiiil a Rroat uieess. In the report of the I'lillip liue couiinlHslon, just puhlinliid, the postal Kiiviuiis hunk is discussed brief ly, in part as follows : "The postal savings hank was first I'lH'nod in Manila on Oct. 1, HHxi. The law provides for throe classes, iih limitation s to t!i u.iiounts tli.il can he received at any one time iu t-ach class. Following the opening of the Manila oflice, other postal sav ings hank olllces were opened Iu vari ous cities, of diflereut classes, until at the close of the your 235 had been opened, of which 0 were first, 80 were secoud mid 140 were third class. Flllitlnu Adopting Srateui. "At first the Filipinos did not to any great extent avail themselves of the opportunity of depositing a portion of their receipts in the postal savings bank.unda great hulk of the depositors were Americans and of other nation alities. As the advantages of this sys tem have been disseminated through means of schools, government bureaus, private agencies and others, the pro portion of Filipinos is continuully In creasing, and gives very good promise that the Filipinos will learn to trust their money to the care of the govern ment, and welcome the opportunity. "The accounts opened up to the close of the fiscal year numbered 2,070, of which 347 were closed, leav ing 2,I?29 still open. The deposits reached the total sum of 780,301.03 pe sosan average of 108.21 pesos. With drawals reached the total amount of 280,4!U).21 pesos, leaving a net deposit of 509,403.31 pesos at the end of the fiscal year or the first nine mouths of the operation of the postal savings bank hut by no means the first nine months of operation of the average number of olllces, the smaller ones having been opened from time to time during the year, so that many had not been opened more than a month or two at the time these figures were taken. LneoiirnuiuK Siunll Acconnta. "The device of issuing postal sav ings bank stamps has met with some response. The stamps are simply a method by which small amounts can be deposited without the expense of lssuiug a book, figuring Interest, and opening Hn account. "On the whole, the receptiou accord ed the postal savings bank lias been gratifying, and gives good promise. The Investment of the funds Is In tin? hands of a postal savings hank invest ment hoard, .which carries a certain amount of the funds on deposit, and lias limited power of Investment. The law provides that 25 per cent of the money held on deposit may be loaned on tirsf-class real estate, under limita tions carefully drawn to protect the depositors, and 10 per cent on agricul tural lands under still more rigid limitations." t Chronic Constipation uivt'il. That there's a "rift within the lute" of the (Joiniicrs proposition to deliver the labor vote of the country to Dem ocracy Is becoming more apparent. While Mr. I'.iyan and Mr. Ciouiiers are making special apicals to labor, neither refers to tin1 deplorable condition of laher In the I eiiioeratlc South. Mr. Joint I'. White, for six years president of the Iowa Cnltcd Mine Workers, and now one of the national officers of the 1'nlted Mine Workers' Asoeiation, who investigated mining labor conditions In the South, is not so reticent. Iu a re cent address to Local I'nloit N'o. 07 of Aihia. Iowa, he told of ersecntlons of labor hi Alabama where a coal miners' strike was in proirrcss. He is ieit( as Miylug: "The miners of Alabama have been subjugated until a ninjority have become cringing dependencies. Al most dally some of the laboring men of that State were mercilessly shot down for daring to assert their rights as American citlzeus. Niuety-oue members of the Mine Workers' Association were thrown Into jail without having com mitted any crime other than becoming members of the organization." Ala bama is a State absolutely under con trol of Bryan Democracy. For Chronic Diarrhoea. "While in the army in 1803 I was taken with chronic diarrhoea," says George M. Felton of Smith Gibson, Pa., "I have since tried many remedies but without any permanent relief until JMr. A. W. Although the fair will be held in Seattle, the game low round-trip rates will be made to Portland. The Transcontinental Pas senger Association has decided to jrunt a $50 round-trip rate to Port land, Seattle and Tacoma all next summer on account of the 1909 ex position. The low round-trip rate will apply from Missouri river points and St. Paul and Minneapolis. It will be in effect from May 25 to September 30, next year, and the final return limit for the tickets will be October 31, 1909. The rate is such that it Is bound to prove a strong Incentive to Eastern people to make the trip to the Pacific Northwest next year. Rates to the Pacific Northwest on account of the exposition front Chi cago and other Eastern poltns have not yet been decided, hut will be fixed withhi a short time by the Western Passenger Association. The rate Just granted Is not quite so low as was made for the Lewis and Clark fair, when a tariff of $45 for the round-trip from Missouri river points was granted by the railways. 1 Healthy Family. In a business sense the young votert who have come forward since 1904 hav more at stake than any other class It rendering a right decision. Their ac tlve lives are ahead. They have mow years to live, and are now laying tht foundations of their business careers National policies and conditions are of the highest consequence to them. Per haps they are fanners. If so, let then ask the older generation how farmer fared under the last Democratic ndnilu lstration. Let them take the market reports of to-day and compare then with the prices that prevailed when Mr Bryan made his crusade for free silvet and hurled defiance at President Cleve land because he stood by the goli standard. At the same time Bryan Oe nounced the Republican party for It protectionist as well as sound tuoiiej position. Perhaps the first voter Is tc engage In manufacturing or lululnsr, v. wage-earner or otherwise.
