portion of Filipinos is continuully In

"The accounts opened up to the
close of the fiscal year numbered
2,070, of which 347 were closed, leav
ing 2,I?29 still open. The deposits
reached the total sum of 780,301.03 pe
sosan average of 108.21 pesos. With
drawals reached the total amount of
280,4!U).21 pesos, leaving a net deposit
of 509,403.31 pesos at the end of the
fiscal year or the first nine mouths
of the operation of the postal savings
bank hut by no means the first nine
months of operation of the average
number of olllces, the smaller ones
having been opened from time to time
during the year, so that many had
not been opened more than a month or
two at the time these figures were
taken.

response. The stamps are simply a
method by which small amounts can
be deposited without the expense of
lssuiug a book, figuring Interest, and
opening Hn account.
"On the whole, the receptiou accord

gratifying, and gives good promise.
The Investment of the funds Is In tin?
hands of a postal savings hank invest
ment hoard, .which carries a certain
amount of the funds on deposit, and
lias limited power of Investment. The
law provides that 25 per cent of the
money held on deposit may be loaned
on tirsf-class real estate, under limita
tions carefully drawn to protect the
depositors, and 10 per cent on agricul
tural lands under still more rigid limitations."

nental railroads from the East to the
Pacific Northwest. Although the fair
will be held in Seattle, the game low
round-trip rates will be made to
Portland. The Transcontinental Pas
senger Association has decided to
jrunt a $50 round-trip rate to Port
land, Seattle and Tacoma all next
summer on account of the 1909 ex
position. The low round-trip rate will apply
from Missouri river points and St.
Paul and Minneapolis. It will be in
effect from May 25 to September 30,
next year, and the final return limit
for the tickets will be October 31,
1909. The rate is such that it Is
bound to prove a strong Incentive to
Eastern people to make the trip to
the Pacific Northwest next year.
Rates to the Pacific Northwest on
account of the exposition front Chi
cago and other Eastern poltns have
not yet been decided, hut will be
fixed withhi a short time by the
Western Passenger Association.
The rate Just granted Is not quite
so low as was made for the Lewis
and Clark fair, when a tariff of $45
for the round-trip from Missouri
river points was granted by the railways.
