New Construction ; New construction in Med' ford during the 1939-60 fiscal year totaled $9,761,392, an in. crease of $3,666,630 over the 1958-59 total, according to the building department's year-end report. Included in last year's total is the $4,693,616 cost of the new Rogue Valley Manor. Had it not been for the manor, total construction last year would have been slightly less than the previous year's total Of $6,094,762. The city does its business on the basis of the fiscal year which runs from July 1 to June 30. - Most major categories of construction were down last year. ITTURNT J040": BATTERIES In Medford Shows Some 179 permits totaling $2,268,950 were issued for new homes during the 1959 60 fiscal year compared to the 199 permits totaling $2,22?, 600 issued the year before. New business construction dropped from the 1958-59 Jcv tal of 31 permits totaling 51 898.628 to 21 permits totaling ?1,297,954 last year. The total number of per mits issued last year was 1,- 829. up from the 1958-59 total of 1.529. However, most of this increase is attributed to the increase in the number of plumbing permits taken out last year. Some 18,192 inspections were made by the department in t h e 1959-60 fiscal year, compar ed to 12.941 inspections dur ing the 1958-59 fiscal year. Applications for Courses Are Taken Applications for the school of practical nursing are being accepted, according to Lind say M. Vinsel, director of adult education in the Med ford public schools. The course is sponsored by the Medford public schools and is available to all persons between 17 and 50 years of age who have graduated from high school or can pass the general educational develop ment test. The course consists of 534 hours of classroom instruc tion, and 1,302 hours of clini cal training. Registrations also are be ing taken for two-year courses in automotive mechanics and in electronics. They will begin in September.-The automotive course will include all phases of auto mechanics and the electronics course is designed to prepare persons for em ployment as highly skilled technicians. The decision to postpone ac tion on the alley wns taken after a resident w h o owns property abutting both ends of the alley said he was op posed to vacation by the city, Attorney Paul Haviland, representing E. W, Brown, who opposes the move, said that although the allcy'does not now have much use, It will have in the future when the value of the property as a business area should go up and the alley would be a val uable asset as a means of serv ing the property. Attorney George Rode, rep resenting those who favor va cation, said that five property owners whose property abuls the alley favor the vacation. He said the aliey has only a 5 Va foot wide entrance on Genessee St., making the use of the alley "physically im possible." ' The alley has only one en trance. It is L-shaped and dead-ends in the middle of the block. Rocommtndtd Approval The city planning commis sion had recommended to the council that the vacation be approved as the city has no interests in the alley. City Attorney Joel Recdcr said vacation of the alley would not require 100 per cent agreement of the adja cent property owners because action to vacate the alley was initiated by the city. Rode said the adjacent property owners want to de velop the alley as part of their own property. The council elected to per mit the Evergreen Bus Lines, Inc., to discontinue its East Jackson-Spring sts. run, and go back iO using the West Main-Eighth sts. route as a re turn for the west side run in stead of Columbus ave. and west Jackson St. City Manager Robert Duff said the manager of the bus company, L.R. Pilchcr, had said in his written request for the change that, "it appears the majority of the people in Medford do not want bus ser vice." The company wanted to discontinue these specific routes. Duff said, because the "company finds the routes un profitable and not used." Not Catching On Councilman Donald Hanson said that for some reason bus service is not catching on in Medford. He said he was not try-ng to tell the company how to run it business, but WHERE Acti Proposed suggested that bus rates are possibly a little higher than people want to pay. lie made the comment about rales, he said, in hopes Hint Hie bus service can con tinue to provide a service which is "necessary." The council said that public hearings will be called before the proposed mulliple-famlly and trailer park ordinances are adopted by the city. It was pointed out that the city is not legally required to hold a pub lic hearing on the trailer park ordinance, but said it would do so anyway so persons would have a chance to make their views known. No Date Stt No date was set for these hearings, but the council said their time and place would be well publicized. A number of bins were awarded by the council In eluding one for a new pickup truck for the sewage plant DeLoigh Motors company was awarded a contract for $1,629 to provide the city with the Studebaker half-ton pickup. M. C. Llninger and Sons was awarded a contract for $5,731 for partial paving of Summit ave. between Mary Place and Clark st. M. C. Lln inger and Sons also was awarded a contract for $4 901 to install a 6-inch water main on 10th st. from Cottage st. to Portland ave W. H. Conrad company was awarded a contract for $7,695 to Install a 10 - inch water main on Juanipero Way from Mira Mar ave. to Murphy rd Call For Bids The council called for bids to pave Black Oak dr. for Bar- nctt rd. to Juanipero Way. Action on a similar call for bids to pave Juanipero Way from Black Oak dr. to Mur phy rd. was postponed at the request of property owners. A public hearing was call ed July 21 on a proposal to install a 6-inch water main in the Crestvicw subdivision and on Crestbrook rd. from Ellen dale ave. to Highland dr. Another public hearing was called Aug. 4 on the question of permitting adjacent prop erty owners to use a trunk PEST CONTROL Fort Worth, Tcx.-OTD-When Raymond Hctzer of Dallas pleaded guilty Wednesday to writing a rubber check for $197, County Criminal Judge J. Duff pointed out that the petition might not carry the necessary signatures of the 100 per cent of the property owners Involved Public Hearings Hold Public hearings were held on paving Black Oak dr. from Bnrnett rd. to Juanipero Way and Juanipero Way from Black Oak dr. to Murphy rd No one appeared to spenk at the hearings, and the projects were approved The council elected to quit the city's claim deed against a parcel of land on the old Medford-Jacksonville railroad right of way located in the city of Jacksonville. Duff pointed out that the city's In tercst In the property was doubtful, and It was not worth much to the city any way. A proposed amendment to the city code to provide for sidewalk planters was defer red to the next meeting pend ing further study. 1 he council adopted the 1959 electrical code which Is the same as the 1957 code which Is now In effect. There are no changes in the local amendments to the code, Duff pointed out. Hearing CalUd A public hearing -was call ed for the . vacation of the Rogue Valley Heights exten sion subdivision. This subdi vision, Duff said, is proposed for vacation so the tract may be resubdivldcd. Plans and speelficulluns were also approved for a side walk along two properties on the south side of Country Club dr. A petition containing the signatures of the property owners requesting the side walk has been received by the city, An assessment ordinance for the Installation of a water main In McAndrcws rd. from Waverly rd. to a point 4MB feel west of Spilngbrook rd was approved by the council. Right of way condemnation proceedings, in Hie event they are necessary, were also authorized by the council on these two projects. The council accepted t h e Rogue Valley Manor storm sewer constructed by the Manor to serve Its properties. Some 3 to 4 acres of land located at the old sewage dis posal plant was leased to Wil liam J. Cummlngs by the council for one year at $30. Duff said the land would lie used for grazing purposes. Properly Purchastd The council authorized the city to pay $3,000 for a piece of property fronting on Wil lamette st. In the Enrhart sub division. Duff said the land had been appraised at $2.1)30 and the owner was asking the $3,000. Because the eity needs this property In order to ex tend Siskiyou blvd. and 10th st. along Bear creek to the In tersection of Williimiettc st. and Siskiyou blvd., he rec ommended that the lot be pur chased for that price. .
