Wall Street New York, Jan. 22 U.R) Stocks declined today for the fourth consecutive session, but rallied from the lows and dis played a steadier undertone at closing time. 'Early unsettlement was trac ed to the appointment of Henry A. Wallace to succeed Jesse Jones as secretary of commerce and head of several other gov ernment agencies. The subse quent recovery .was attributed to belief the appointment will have tough sledding in the senate. Other factors in the recent de cline are listed as the Russian successes seen as hastening the reconversion period with its many problems, and the securi ties and exchange proposal to eliminate the floor trader on the major exchanges.
