(U.R) Mili tary observers believed today that the German "withdrawal to the northwest of Rome," as an nounced by Adolf Hitler, was likely to develop into a retreat all the way to the Po valley, 250 miles northward. Marshal Albert Kessclring was believed to have lost enough men, or to be on the verge of losing them, to make his defense of Italy a matter of rear guard actions from what ever lines he can hold temporar ily. Bravado Belled All signs stemming from the allied march on Rome belied the bravado in the communique from Hitler's headquarters ac knowledging the loss of the city, which said: "The struggle In Italy will continue with unshakable will and with the aim to break at the end the enemy assault and force the victory, together with Ger many's allies." ' Bewildered Nazi propagand ists were greatly confused over the situation in and around Rome. At the eleventh hour they offered to make Rome an open or undefended city, in the face of their repeated assur ances in recent months that it already was.
