HOFFMANN WW The Best Way Out rT0 paraphrase Shakespeare considerably: "Nothing in l!fe ever became DeGnato Earl Mayer no well as his leaving of it " DeCasto Earl, on trial for the murder of James Eugene Basse tt, killed himself, this saved the stijte from the painful and expensive necessity of doing so. It also proved, beyond all doubt, the guilt of the man and his mother. There was no reasonable doubt before, as the mother had confessed several months ago, implicating herself and son, a confession that was absolutely convincing in every detail. But, for some strange reason, confessions don't have the standing before the law, they have in current literature, so the state had to go to the trouble and expense of proving what bad been admitted, and no reasonable person for a moment doubted, had occurred. Now we trust Mrs. Mary Eleanor Smith's attorney will have the decency to withdraw the repudiation of her confession, and the state will have the decency to ask that she be placed in a nice, strong cell for the rest of her days, she being 73 they shouldn't be too many. As far as we could learn these two people had fallen about as low, as the human biped can descend, in this vale of tears, it's too bad that more of their kind, don't perceive as DeC'asto did, that when the moral mercury falls to around 50 below zero, it's to one's peace and self interest to close the house and find another land. The British Sense of Humor WONDERS never cease I The Telephoto reveals Lady Daphne Straight, and Mr. and Mrs. Anthony Eden laughing uproariously at Olsen & Johnson, third rate burlesque-show stooges, in that slap-stick farce. "Ilellzapoppin." How oomet Do you suppose these sophisticated ladies and gentlemen from Park Lane's upper register, really enjoyed this noisy hodge-podge of undraped vulgarity, "so crudely American!" or were they still playing their parts as unofficial ambassadors of good-will to the United States, and were being polite and tactful f Hard to say. But we incline toward the former. At any rate it confirms a belief this column has held for iniiny years, but has never found support for, namely: The idea that English men, and women haven't a sense of humor, is untrue. They have quite decidedly, but it is far less I adult and sophisticated, far Doesn't Look Promising WE wish Secretary Hull all the luck in the world with his attempt to form a Pan-American front against totalitarian aggression from abroad. But we fear when practical results are concerned he is going to have as serious difficulties with his anti-Fascist pact to the south, as with his reciprocal trade treaties to the east, which are also in this department's judg ment as right as rain. The trouble with the latter is the TIME element. With the j totalitarian principle in the ascendant, with world powers to j the cast and the west, whipping up hysterical support for self- ! sufficiency barter and a super nationalism, i tie principle 01 reciprocity, of appeasement, of give and take, is njoing to have hard sledding at the best. ...... THE temperamental clement is the fly in the ointment to the south. The plain truth is the average North American doesn't undorstand the averago South American. Not under standing each other they don't like each other. Not liking each other it will bo extremely difficult to form any Pan-American understanding which will WOHlv. We don't mean no agreements will be signed; we do mean, any agreement that will withstand any REAL strain, ride through a REAL storm, will be unlikely. For jus', aa true as "East is East and West is West" so it is true, Sou h is South and North is North, and never the International agreements which won't stand severe strains reallv aren't of much account. Wc may bo wrong, wo hope strongly we are, but wo are much afraid that Secretary of State Hull's role, while destined to be both noble and idealistic, is also destined to be for the immediate present a continually frustrated one. The Capital j raraae (Continued from rage One) Quite naturally, since Its ull meaning haa become apparent, the court's new doctrine has caused vast excitement among the New Dealers me reason may be observed in the chief justice s discussion of the vital Importance of Consolidated Edison's business, especially In supplying pow er to auch other public utilities ss the railroads. 'It cannot be doubted." he said 'that these activities, while conduct ed within the state, are msttera or federal concern. In their totalit) they rise to such a degree of im portance that the fact they involve but a small part of the entire service rendered by the utilities In their extensive business la Immaterial In the consideration of the existence of the federal protective power. The potential disruptive effect on com merce of labor strife at Consolidated fidlaon Is then described ) It cannot maintained that the exertion of the federal power must await the disruption of thai commerce Con gress was entitled to provide reason ahle preventive measures" The court's new position, therefore, la that. If they are big enough, bust n esses cannot be Intrastate under the law even though they may be in fact. Such a position Is a good half-way toward the armndonmenl of the old distinction between Inter- and Intra- less subtle than the American! twain shall meet. state commerce. It Is half-way to the adoption of ft new theory, that. In times like ours, when the national economy la so complex and Inter connected, all business la subject to federal regulation, whatever Its al7 or locale. In connection with the Justices" change of front, It's worth recording I that the states' rights problem Is I slowly coming to be an obsession In several influential New Deal groups. S Naturally, the New Dealers are not nates' rights men. That la not their line. Their antl-statea' rtghu arguments may be summed up in a simple ques tion "In a world so harardoue as ours, how long can the United Stairs afford the luxury of a strictly federal government?" It Is pointed out that many of the great New Deal statutes have been rendered Insanely complex by the necessity of meeting states' rights requirements. The Individual haa not been guarded from his gov ernment. The powers exerted have not been weakened. But the method of administration provided has re sembled ft milt gross machine. The social security law is perhaps the moat striking esse In point. Another often-cited phenomenon Is that of taxation. Recently, one of the treas ury experts had occasion to remind the president that the total annual tax bill paid by the people is nearly llfl.OOO 000,000. or far more than twice the sum collected by the fed eral government. That Is about a quarter of national Income, and the New Dealers assert that. If such a sum were efficiently laid out. It would cover all the expenses of gov ernment, both leval and national including auch unbalancers of budg ets as national defense and relief Whether or not you eirce with New rvalera. their Ideaa are intereMliwt I i,ms of the times. CIRCULATION AND HREATHINO Besides the simple breath -holding test of th! efficiency of the heart If you can hold your breath 40 sec onds your heart must be fairly efficient there Is another func tlonal test which la technic ally morn d 1 f f icult, but which gives a more definite Index of the ef ficiency of the circulation. First, count the puli and measure the y s t o 1 lc blood pressure with the subject sitting at rest. Then let the subject ascend a flight of twenty steps rapidly. Now count the pulAe and measuie the systolic blood pressure again. Nor mally there Is an tncreaae of twenty beats per minute and a rise of 8 millimeters In the blood pressure. If the pulse rate Increases as much as thirty beats In a minute the heart I Inefficient. If the blood pressure rise Is slower and reaches only 8 millimeters, and soon falls below normal, or if there is . no distinct rise of blood pressure at all after the run upstairs, the cir culation Is deficient, and the sub ject needs careful examination and good medical advice. Such tests may reveal impairment of the heart's efficiency or slow heart muscle failure or Incipient cardiovascular degeneration long be fore the condition reaches a stage that produces symptoms which point toward the heart, such as short windedness or breathlessneas or mod erate exertion which formerly did not cause one to get out of breath, slight but persistent cough, perhaps slight swelling of feet or ankles toward evening. Symptoms more popularly asso ciated with heart trouble, such as palpitation, pain felt In the region of the hRart, and consciousness of "skipped beats" or Irregularities of heart action, are generally not In dicatives of henrt disease at all. A "murmur" is a musical adven titious sound heard In or about the lieart. One may have a loud mur mur without any heart disease of any kind; on the other hand, there may be no murmur audible in a case of serious valvular leakage. especially when there la lost com pensation, great "dilation of the heart. In the. latter circumstance. If and when fair compensation Is recovered and the heart once more functions with a fair degree of efficiency, the murmur Is likely to return. The pujpose of breathing Is to supply oxygen to the blood and to blow off the carbon dioxide which the blood brings back to the lungs from the functioning muscles, or gans, glands or tissues. One of the main purposes of the circulation la to carry oxygen to the cells of the body .and return the products of oxldstlon. metabolism, combustion, functional work, from the cells of muscles, organs, glands and tissues to the excretory organs for dis posal the lungs, kidneys, Intestine, liver, skin, So It is clear that breath ing and circulation are both con cerned with oxygenation and there can be no serious disturbance or Impairment of the one function without involving the other. I think you mentioned this some time ago. Would you kindly give some more explicit di rections? Mrs. W. W. B. Answer For from 34 to 48 hours give the Infant no other food than scraped apple ripe, mellow, raw ap ple, scraped or grated to pulp, and two heaping tablespoonfulft of this pulp or puree every three or four hours. For thirst. Instead of water, give the sick baby only very weak tea. Older children or adults with acute intestinal trouble may take much more of the scraped apple at a time.
