PACK TTHtEfl (Continued from Me One.) consumers' co-ops, Industrial co-ops, etc. This, la an entirely different subject covered by the same name. It Involves wholly different economic theorte. the possibility of federal en dowments sponsoring consumer stores which would compete with local mer chant, elimination of middlemen, then consumer factories, and, lu the last, a federal consumer control of basic industries In a complete "co operative state," . which would per mit capitalism to exist on . the side If It could stand such competition. This Is where the commission split. The three original brain trusters ap pointed on the commission are sup posed to haw believed the U. S. could profitably start out In the gen eral direction pointed out by Euro pean consumer co-op experience. The two farm commissioners are said to be In the throes of grave doubts. The co-op study was originally In tended for use In the presidential campaign. The one or more reports will be on Mr. Roosevelt's desk with in" a, few days. However, there is more than an even chance that he will drop 'them into a lieg-Uned can and let them age. AI50 a suggestion has been made that he may put them in a bath tub and turn on the water. Most explosive expert consider them polltcally dangerous. For one thing, the President is now applying the new Petman-Robtnsori law to protect individual merchants. For another, some farm thinkers are beginning to suspect the double meaning of the co-operative theory as related to prices they may get through . consumer co - operatives. From an- economic standpoint, a question mark Is likewise developing around tho point of whether con sumer co-operatives ere feasible in lines where the price margin between producer and consumer is not very wide. Agriculture Secretary Wallace is an swering Governor Lnndon's farm pro gram Fridny night with far more authority than he professes to have. Mr. Wallace was unexpectedly call ed to Hyde Park early in the week on what was advertised as a myste rious mission. Word was given, out that he was talking over some phrases of crop Insurance with the President. Tho fact Is Mr. Roosevelt called him in to frame the reply to Mr. Landon. Mr. Wallace has five ghost writers, which Is four more than most other officials have, except the President. He has often done ghost work for the chief executive, but this is the first time Mr, Roosevelt has ghosted for him. If you will tie this fact up with the smart Democratic move in re serving competitive radio time for the President against Al Smith, and the other anticipatory move made here lately, such ns announcement of the crop insure nee investigation on the eve or Mr. Landon's farm speech, you will have-some idea of the alertness of the Democratic cam paign. It lias amazed most Wash ington politic! observers, who fancy that they know something about pol tis. And the campaign does not start until Mr. Roosevelt opens It at Syracure next Tuesday.
