"I regret that our law was so draft ed that It was subject to constitut ional objeclon which Judge Winters has evidently found to exist," the governor continued. "I realize that it Is necessary in view of Judge Win ters' decision to have these constitu tional questions determined by the supreme court of our state, so that we may know to what length the leg islature may go In enacting legisla tion upon this subject which will be constitutional. "Realizing that the harvest season fa approaching, and recognlrlng the neresslty of those engaged In the ag ricultural Industry of the state of having these legal questions deter mined, I asked the supreme court, through Its chief Justice.
