W hile it may be tr u e th a t n atio n al m orals differ com pletely from the code set up for in dividuals, th e fact rem ains th a t the national hypocrite alw ays m ust su f fer when th e m ask is to rn off. The U nited S tates sta n d s today as th e g re a te st bootlegger in th e world and th e apotheosis of buncom e. On the one hand ap p ro p riatin g money for th e punishm ent of individuals tr a f ficking in liquors, on th e o th e r open ly selling booze on A m erican owned ships, th e governm ent presen ts a spectacle of hum buggery m ore dan- gerouB than astounding, for th e re Is no th in g of news in th e disclosure th a t A m erican ships have been s e ll ing booze outside th e three-m ile lim it. This is and has been alw ays a m a tte r of com mon know ledge. The s ta rtlin g developm ent is giving th e inform ation officially to th e public, which has known all about th e co n d i tion and w inked « t th e violation w ithout concern. Shipping men, m any of them su p p o rters of prohibi tion, alw ays have contended th a t A m erican ships cannot hold passen g e r tra d e ns ag ain st foreign ships if th e A m erican ships are dry, and as th e d o lla r has been th e sta n d a rd of m orality, th e resu lt has been a wet fleet, w ith A m erica forced to de pend on m outh-to-m outh ad v ertisin g of th e fact th a t prohibition really had no m eaning for th e A m erican gov ern m en t If th e blinds could be draw n down. D ragging th e issue Into th e su n lig h t at th is tim e is likely to have a far-reaching effect on th e fu tu re of th e A m erican m erch an t m arine. P erh ap s th e throw ing of th e bom b shell was foreseen and explains th e u rg e n t effort to obtain a ship subsidy. T he issue should be squarely faced. A dry fleet is a dead fleet, yet A m er ican ships are necessary to A m erican progress W hile prohibition is th e law, th e U nited States should run dry ships o r no ships. G overnm ent violation of its own laws Is a d an g e r ous precedent for any country to set. and hypocritical evasion of th e sp irit of th e law is no better.
