FOUR - Heppner Gazette-Times, Heppner, Oregon Wednesday, September 5,2007 Sheriff's Report The Morrow County Sheriffs Office reports han dling the following busi ness: -Continued from page two -M CSO was no ti fied o f the arrest o f Eric D. Payne, 34, on Irrigon Justice Court warrant for carrying a concealed weapon. The subject was lodged at the Clackamas County Jail. -MCSO received a request for a deputy to meet DHS at Ciood S hepherd Hospital for possible child abuse. The victim was at the hospital and would be there overnight. DHS will take the baby into protective custody. -MCSO received a report o f v ehicle at speeds o f up to 120+ mph. -MCSO received a report o f a female subject on Willow Creek near the dam in her w heel chair. The subject was checking on her horse. -M C SO re c e iv e d a report o f a female sub je c t stealing w ater from the creek and then letting the sprinklers water the re porter’s property. This is an ongoing problem. -MCSO received a report o f a disabled vehicle w ith front end damage and nobody around. The vehicle had hit a deer and the owner will get the vehicle towed. -Irrigon Fire Depart ment received a report o f a possible grass fire or tumble weeds on fire. The fire was an illegal burn, the resident was burning weeds. The subject was w arned that next time she would get a citation. -Irrigon Ambulance and Boardman Ambulance received reports o f a one year old male with a high fever. T he subject was doz ing off, shaking, and short of breath. -Irrigon Ambulance received a report o f a 75 year old male that had fallen and possibly had a broken hip. The subject was trans ported to Good Shepherd Hospital. -BPD arrested Ste ven Weaver, 50, on Irrigon Justice Court Warrant for failure to pay fine. -BPD received a re port o f possible counterfeit money. -BPD received a re port o f a juvenile trespass ing and vandalizing a barge slip. -BPD received a re port of juveniles trespassing at a barge slip. The juveniles were in the water playing on a boat. The ju v en iles were leav ing the area. The reporter requested telephone contact be made. Citations were issued to one adult and one juvenile. -BPD received a re port of a suspicious vehicle in the parking lot. An officer talked to the driver, he was just waiting for a friend. August 16: -MCSO received a report o f four people walking away from an unattended campfire. -MCSO received a report of a strange car and noises heard coming from the rep o rter’s n eig h b o r’s house. The reporter stated that the neighbor was in jail. The homeowner was d eterm in ed to be at the residence. -MCSO received a report of a dog on the prowl and getting into garbage and spreading it all over the road. -MCSO received a complaint o f someone tam pering with the reporter's phone control box during the night and he loses his phone. The call was transferred to Herm iston PD. OSP was advised. -Irrigon Fire Depart ment assisted Boardm an Fire Department. -Irrigon Fire Depart ment and BPD received a re port of a hay bam fire at the RDO shop on Taggares Lane with 300-400 bales involved and structures threatened. -Irrigon Ambulance received a call of a 30 year old female w ith sev ere back pain. The patient was trans ported to Good Shepherd Hospital. -Heppner Fire De partment and BPD received multiple 911 calls regarding a structure fire. Boardman Fire Department requested mutual aid from Heppner and Irrigon. -BPD received a re port of a white male subject, 50-60, wearing blue hospital scrubs that smelled bad and was incoherent and looks to be on something was driv ing with a heavyset female subject. -BPD received a re port o f trail fire and brush fire with propane tanks and a structure involved. Dogs were also being threatened by the fire. -BPD received a re port o f two dogs at large and scaring the residents. One dog was transported to Hermiston Vet Clinic. -Boardman Fire De partment received a report o f heavy smoke at the resi dence that the reporter was watching. The reporter has a history of breathing prob lems and needs assistance in clearing the residence o f smoke. The resident was advised to close windows and turn on the air condi tioning. -Boardman Am bu lance assisted BFD at a structure fire. August 17: -MCSO issued a citation to Connie Rae Painter, 61, for v iolation of the basic rule by going 89 mph in a 65 mph zone. -MCSO issued a ci tation to M ark Em anuel Hermsillo, 25, for v iolation o f the basic rule by going 92 mph in a 65 mph zone. -MCSO received a report o f a report o f non injury m otor vehicle a c cident. -MCSO received a complaint o f the neighbor’s sm all dogs roam ing the neighborhood and keep go ing into the reporter’s yard. A citation was issued to Shanna C. Aboott for allow ing dogs to run at large. T here are not any “No Park ing” signs in that area. -MCSO received an animal neglect/abuse com plaint o f four caged dogs in a small area. The reporter stated that the owner did not take care o f them and the house is full o f dog fe ces. The reporter requested contact regarding the condi tions. The report w as found to be unfounded and the dogs are well cared for. -MCSO received a report stating that three horses without halter leads or ropes were w andering around the reporter’s yard. A deputy and the neighbors put the horses back in the pasture. -M CSO and BPD received a report stating that a baby’s father broke the front w indow o f the reporter’s vehicle while she was standing near and her daughter was in the vehicle. Glass sprayed but there were no injuries. No ambulance was required. BPD arrest ed David Ramirez, 24, for criminal mischief II. -MCSO received a report o f a vehicle parked in front o f a residence and people could not get in or out of the cul de sac. -MCSO received a report stating that the re porter’s grandmother helped the reporter, then 16, open a bank account so that the re porter could deposit money from a vehicle sold and the account would be turned over to the reporter when she turned 18. The reporter stated that the grandmother took the money before she turned 18. -MCSO received a report of a male subject with three other males in the ve hicle w ho adv ised they were doing a pollution survey with a poorly copied paper with no ID. -M C S O a rre s te d W illiam H erbert Prosser, 26, on a M orrow County Circuit Court warrant for PV/Assault and DUII. -MCSO received a call stating that a dog had bit the reporter’s daughter but did not break skin. The dog was chasing people in the area. The vehicle was listed as stolen. -MCSO received a report o f a non injury hit and run. -MCSO issued a ci tation to Colton Lee Hel- frecht, 19, for violation o f the basic rule by going 77 mph in a 55 mph zone. -MCSO received a report of 9 year old male that w as bit by a dog. The mother gave the deputy permission to treat the child. -M C S O a rre s te d Robert Wade Eastep, 47, on a circuit court Indict/ Theft I. -MCSO received a report of a non injury hit and run. The subject backed into the reporter’s truck. -MCSO issued a ci tation to Frank Willard Cali- cott, 28, for going 90 mph in a 65 mph zone. -MCSO issued a ci tatio n to Juan E scalante Hernandez, 20, for posses sion of less than one ounce o f marijuana. -BPD issued a cita tion to Nichole Leigh Span gler for violating the speed limit by going 92 mph in a 65 mph zone. -BPD received a re port of someone cutting two tires and attempting to cut the other two. The reporter requested an officer to make contact. -BPD received a re quest from a rep o rter to speak with an officer regard ing some stolen property. -BPD issued a cita tion to D onnette D oniel Crowell, 39, for going 36 mph in a 25 mph zone. The subject’s license was confiscated and her mother drove the vehicle to the residence. -BPD received a re port of a group of people in a vehicle drinking and causing issues. -BPD received a re port of a fight in progress. August 18: -MCSO arrested Patrick M ichael Kelley, 55, for DUII and resisting arrest. -MCSO received a 911 call from a store clerk and the p h one w as put down. The reporter thought that the subject she had just sold alcohol to was going to give it to minors. The call was determined to be premature and everything was all right. -MCSO received a report o f a stray dog on the reporter’s porch that would not leave and was trying to get inside. -MCSO received a report o f stray dogs killing the reporter’s chickens. A locksm ith will get the child out. -MCSO received a report o f a fully engulfed car. BPD responded. -MCSO issued a ci tation to Juan Manuel Bom- bela, Jr. for violation o f the basic rule by going 79 mph in a 55 mph zone. -M C S O w as in form ed that D onald Ray Martin, Jr. was arrested by Hermiston OSP on MC P&P detainer. -M C S O issu e d a citation to Patricia Ellen Cunha, 57, for insignificant personal flotation devices. -MCSO received a report from a deputy out with a vehicle going about 40 mph on the highway. The deputy advised the driver that when having four or five v ehicles behind your car you should find a safe place to pull over and let people pass. The driver was warned for impeading traffic. -MCSO issued a ci tation to Adam Ryan Struble for violation o f the speed limit by going 80 mph in a 65 mph zone and failure to carry proof of insurance. -MCSO with assis tance from BPD issued a citation to Adolfo Madrigal Mendoza for failure to obey a traffic control dev ice. -MCSO received a report o f a 15 year old girl that had been assaulted by two females. The victim did not know their names but could ID them. -MCSO received a request from OSP for an agency assist with a vehicle going westbound in an east- bound lane. -BPD arrested Josh ua Lee Kent, 20, on Morrow County Circuit Warrant for failure to appear theft of ser vices, criminal mischief III, and criminal mischief II. -BPD issued a cita tion to Robert Cader Capps, 35, for violating the speed limit by going 87 mph in a 65 mph zone. -BPD issued a cita tion to Patrici Diazbarriga Figueroa for unreasonable sound amplifications. -BPD issued a cita tion to Javier Ramos Delga do, 28, for failure to register a vehicle. -B P D re c e iv e d a com plaint with a vehicle parked illegally. The vehicle apparently came out o f gear and rolled into the street. -H e p p n e r A m b u lance received a report o f a male behind the senior cen ter that had passed out. August 20: -MCSO issued a citation to Elizabeth Anne Chase, 59, for viola tion o f the speed limit. -MCSO issued a ci tation to Paul S. Meyer for violation of the basic rule by going 83 mph in a 55 mph zone. -M CSO received a report o f a wallet found near a tire shredder. -M CSO received a report o f someone using the reporter’s identity informa tion while the suspect was working at Columbia River Dairy in 2005.
