You people obviously had a crash course on budgets, the present teacher contract, the union pro posals, hoard proposal*, collective bargaining and the factfinder’ s report, coupled with an incredible amount ol intestinal fortitude and creativity Your public help and sup port would he greatly apprec iated by the District in the upcoming la* base election The hoard docs, however, feel overwhelmed hy the (act that these happenings were kept Irom the hoard and administration for at least five days prior to Sunday’s "midnight c a lls ". The City of Boardman is promoting a state prison near town And for good reason The present prisons are so overcrowded, a lot of folks who should he in are out Probation instead o f a prison term and early parole are the rule rather than the exception for so many crimes that wc have no chance o f quelling the lawlessness that seems to have pcmKatcd our entire society Somebody will simply have to have a prison in their back yard D k high powered panel that appeared in Board man last week was unanimous in their opinion that a prison wasn’t at all bad The good side includes a fair number o f well paid, year around, stable, solid employees Folks that would buy homes that arc now empty and go ing begging for a buyer Folks that wihj UI do a little l«H'al shopping and spread the ta* burden a little Boardman suffers from an employment problem that is two pronged the single largest employer in the County has cut total employ ment from afsHJt 1.0 0 0 two years ago to about VM) today And then for those remain ing 5<K). days of work have been cut from about 250 to 150 per year Other employment around is mostly agriculture, seasonal, bo»mi or bust The prison is seen as a more stable employer that will create a better and larger economic base One aspect of the plan that has not had much play so far is the multiplier effect Economists have long recognized that for every 10 new )obs in basic industry there will also be nine new |obs m the Kxal economy Ihcsc arc the bag boys at the l«xal gnx-cry. the plumbers. electricians and carpenters required to build and maintain h«*nKs. sdxx'l teachers to teach the kids and preachers to man the churches and kids to deliver papers and mow lawns A unique feature about prisoners is that they require an unusual amount o f legal services Appeals, post conviction proceedings, axitestcd disciplinary hearings. Writs o f Habeas Corpus and all that kind of stuff pour out o f a prison like confetti and it all requires lawyers And judges, court reporters, clerks and prosecutors are all required in great number The sheriff ckxrs the transporting trom prison to court and back but sometimes a judge will set up cixirt right in the prison itself W ell, with all this new legal business added to the work of the assessor trying to keep up with the rising property values and the clerk recording deeds lor the sale o f homes and registering new v»xcrs. and the ta* collec tor collecting all those new taxes, the strain on our p»x»r old courthouse- will be pretty heavy Die state is lixiking (or a site for about 500 inmates that will take about 175 guards But they warn that it could grow to 3 ,0 0 0 inmates with about 1,000 guards If the multiplier holds true, that’s a total o f 1.900 new jobs and counting families and all about 4 .(MX) people.
