Dear Citizens For Cooperation In
Our .School*:
First o f all, the Morrow County
School Board commends you lor
your lime and effort as facilitators in
the management labor dispute that
has taken place in our county.
You people obviously had a crash
course on budgets, the present
teacher contract, the union pro
posals, hoard proposal*, collective
bargaining and the factfinder’ s
report, coupled with an incredible
amount ol intestinal fortitude and
creativity Your public help and sup
port would he greatly apprec iated by
the District in the upcoming la* base
election
The hoard docs, however, feel
overwhelmed hy the (act that these
happenings were kept Irom the hoard
and administration for at least five
days prior to Sunday’s "midnight
c a lls ".
Perhaps you are unaware of the in
surmountable time and energy ex
pended during the last seventeen
months on the board's pari, and in
particular, by the board’s ncgtKiating
team We think that it would only he
courteous to those involved to at
least have been notified of what your
group was doing, instciid o f being
taken from a»hs and meetings and in-

emulated into a decision prior to
ymir scheduled 7 p m meeting in
Hoardman
Then at 12:10 a m when agree
ment was tentatively reached, we
were with the understanding that the
press release would "dow n play"
the vigilante type activMies played on
the hoard, bul instead wc get quotes
from your group on how the hoard
was split going into the 5 :3 0 p m
Executive Session meeting In mir
opinion, this statement is damaging
to the credibility o f the hoard IXir
mg the last seventeen months, the
hoard has been "unanim ous" in
nearly every decision, and most ccr
tamly in every major decision You
can imagine how shocked we were
to see that statement in the paper
While we realize the catastrophic
atmosphere tearing our county apart
and the urgency with which your
group responded, you must realize
that it was the Board o f Education
o f the Morrow County School
District that was elected hy the
citizens of Morrow County and. as
such, should have been granted somc
consideration in matters that have
been weighing heavy on our minds
for the past seventeen months and
tearing our lives apart lor si* of
those past seventeen months
While wc arc all grateful that this
nightmare is behind us and the heal
mg process ahead, we must ask your
group to keep the hi>ard informed of
your activities, especially where
such delicate and controversial mat
ters arc concerned
Respectfully submitted,

How About A
Prison ?
The City of Boardman is promoting
a state prison near town And for good
reason The present prisons are so
overcrowded, a lot of folks who should
he in are out Probation instead o f a
prison term and early parole are the
rule rather than the exception for so
many crimes that wc have no chance
o f quelling the lawlessness that seems
to have pcmKatcd our entire society
Somebody will simply have to have
a prison in their back yard D k high
powered panel that appeared in Board
man last week was unanimous in their
opinion that a prison wasn’t at all bad
The good side includes a fair number o f well paid, year around, stable,
solid employees Folks that would buy homes that arc now empty and go
ing begging for a buyer Folks that wihj UI do a little l«H'al shopping and
spread the ta* burden a little
Boardman suffers from an employment problem that is two pronged
the single largest employer in the County has cut total employ ment from
afsHJt 1.0 0 0 two years ago to about VM) today And then for those remain
ing 5<K). days of work have been cut from about 250 to 150 per year Other
employment around is mostly agriculture, seasonal, bo»mi or bust
The prison is seen as a more stable employer that will create a better
and larger economic base
One aspect of the plan that has not had much play so far is the multiplier
effect Economists have long recognized that for every 10 new )obs in basic
industry there will also be nine new |obs m the Kxal economy Ihcsc arc
the bag boys at the l«xal gnx-cry. the plumbers. electricians and carpenters
required to build and maintain h«*nKs. sdxx'l teachers to teach the kids
and preachers to man the churches and kids to deliver papers and mow
lawns
A unique feature about prisoners is that they require an unusual amount
o f legal services Appeals, post conviction proceedings, axitestcd
disciplinary hearings. Writs o f Habeas Corpus and all that kind of stuff
pour out o f a prison like confetti and it all requires lawyers
And judges, court reporters, clerks and prosecutors are all required in
great number The sheriff ckxrs the transporting trom prison to court and
back but sometimes a judge will set up cixirt right in the prison itself
W ell, with all this new legal business added to the work of the assessor
trying to keep up with the rising property values and the clerk recording
deeds lor the sale o f homes and registering new v»xcrs. and the ta* collec
tor collecting all those new taxes, the strain on our p»x»r old courthouse-
will be pretty heavy
Die state is lixiking (or a site for about 500 inmates that will take about
175 guards But they warn that it could grow to 3 ,0 0 0 inmates with about
1,000 guards If the multiplier holds true, that’s a total o f 1.900 new jobs
and counting families and all about 4 .(MX) people. That’s an increase of
nx>rc than 50 T (>) the present population o f the county
If all that strain on our dear old Courthouse docs lead our counts fathers
to build a new one. wc hope it will be soon, before the present one is total
ly used up It's one of the lew remaining examples ol the turn ol the century
architecture and now in pretty good shape II ought to be- preserved andl
n»x used up
Construction o f a new courthouse would add to the economic impact
o f the prison w ith all the construction laborers and purchase o f construc
tion materials The boom might just go on and on
A hxation for a new c<>urthouse might present a hit o f a problem since
it dix-s not appear that the present site would be- large enough especially
considering building cixlc provisions lor pjrlung. maximum lot coverage
aixl all that Maybe souk ol the adjacent homes could be condemned but
that might be a little expensive and disruptive to the present owners.
Someone is hound to suggest a site in Boardman. one that was iden
tified for that scry purpose on a land use plan approved years ago The
location is now open land but has roads, sewer, water and utilities in place
and would be particularly handy to the prison
Moving a County Seat isn't easy but hy then there would be- enough
soles in the North to do it
Sincerely,
(S i Velma Hartwig
