Page 4 Heppner Gazette Times, Thursday, August 12, 1954 SURPLUS FUNDS LOW There is little chance of the 1955 legislature being tabbed a spendthrift session. They won't be having that kind of money to appropriate. State Budget Director La Verne Young estimated this week that there will be less than $6,000,000 of surplus state funds available at the end of the current bien nium. Two years ago the amount was $30,000,000. First financial requests of state departments and institutions for the next biennium were given to Young last week. No time will be lost, Young declared, In pre paring the state budget for the 1955-56 biennium so it may be printed and distributed among legislators immediately after they ure elected in November. The only exits are down the stairways or the elevator all in the small air well. In case of fire they are think ing! Any recommendations for state institution construction, other than that approved by the peo ple at the ballot box must come from the State Board of Control. PROPERTY OWNERS WIN Areas added to the property of a rigedian owner by a change of the channel of a river becomes the property of the owner, the Oregon Supreme court ruled this week. In a suit directed against David C. Towne and others who had leased land from the State Land Board for a duck blind the finding of a lower court was sus tained. The owners had sued to enjoin the defendant from tres passing on the property claimed by the State of Oregon. Associate Justice George Ross man, who wrote the opinion, held that the evidence clearly indi cated that the added land was the result of gradual accretion and that such land would there fore accrue to the plaintiffs. STATE FAIR TOPS The spread of the variety and quality of entertainment offered at the Oregon State Fair has been kept up with the increased agri cultural, horticultural, livestock and general exhibits entered this year. H. A. Names New County Committee Appointment of replacement members of Farmers Home Ad ministration county committee is nearly complete for the counties of northeastern Oregon. Appoint ments to date include W. Robert Duncan, Wallowa county; Roy E. Vanderwall, Baker county; Lester VanBrockland, Union county; Frank L. Bensel, Umatilla county; Carl Knighten and Leonard R. Aldrich, Morrow county. The ap pointment for Grant county will be made shortly. The new members are all farm operators who know conditions in their local areas and are in terested in the problems of their communities. The full commit tee consists of three members, each being named for a 3-year term. One appointment expires each year and no member com pleting a 3-year term can suc ceed himself. The agency also makes emer gency loans in counties or states that have been designated by the secretary of agriculture as areas where emergency credit is needed. GROUP INSURANCE OUT The state board of control pul led the health and accident in surance rug out from under 2000 state workers last week. Policies are due to expire September 1. About two years ago the board contracted with the Lincoln Life Insurance Company for group in surance optional with individuals with premium payments with held from the paychecks of the workers. The plan immediately became very popular and the company drew considerable other business from the deal. The contract was cancelled as a result of an opinion by Attorney General Robert Y. Thornton that the state board had no authority to enter into a contract with the insurance company.
