" At the general election of irO0, a, law was paired by the initiative ; and referendum allowing the' people of a . municipality the power to amend or repeal their city charters by municipal elee-J ition.- Canby was the fir.-.t town j in Oregon to adopt a charter un i der the new law, the charter having been passed at the city ( election last December. i The new decision of the su-i preme court will have the effect of rehabilitating the saloon in municipalities voted dry under the local option law, provided the members of the council will grant a liquor license. The charter of the municipality must, of course, provide that the coun cil shall have authority to grant such license. This will bring the liquor issue down to munici pal fights, and if a town elects a wet council that particular town can have saloons, even though the Btate has been voted dry by J the local option law. It seems ! that there is prospect of a con- j flict of laws in Oregon. This is due to a too frequent an 1 reck less upc? of the initiative and re ferendum.
