Colonel Theodore Roosevelt's fight to lead an American force to Franc, Is going right on. Unfavorable report by house and senate conferees on the Roosevelt division amendment of the army Wll will be answered by repub lican swnators on the floor. These men plan to fight for its reincor poration In the selective draft meas ure. At the same time friends of the colonel in the house are prepared to launch a new effort there In behalf of his volunteer division. Owing to the pressure being, ex ; erted on congress for action on the army bill. It Is believed the fight for the colonel will not endure long, un less It It quickly won. Tho admin istration does not approve the plan and many democrats who previously voted for the measure are expected by democratlo leaders to follow the wlshea of the government.
