Through all of this it is to be hoped will eventually come some reform measures looking and working towards some permanc it accomplishment of that end. An eastern paper gays that as a general thing the criminal is such becauso be cann.it be anything lie. He was either born wrong or reared wrong. If tbe former, which is the general : ule, his case is a hard one. Hereditary taint or hereditary disease presents a fear ful problem. As a i tile, more care is taken to beget good cults than good men. IVision, ironey, con tact, accident, are as often the cause of marriage as any thought of the future of things. Children, the primary object of the con nection, are rarely thought of until they come. If Sciogg's father has )een a profligate, Scrogg's is a product of that. If his mother is weakly or carries tainted blood, be may be a product of that. If fathers and mothers, by peculiar ity of temper or physical organiza tion, are certain to produce Scroggs, he must be produced, and suffer puaishing him savagely for being. But neither by law (which may be impracticable) nor by education (which is impracticable) does society attempt to insure the fitness of the man and woman who may marry to produce a human be ing. We must, therefore, take rcroggs as we find him a mistake made in violation of natural laws, and should do what we can when he is the subject of punishment to rectify that mistake. One thing is certain, all punishment is un philosophical and barbarous which does not recognize tbe social facts which surround the criminal and aim to correct the mental condi tion which those facts entail upon him. Probably the outcome will le that those who are freely indulging in that kind of talk now, will, when the outcome is known, regret that they indulged in such criticisms, simply at the instigation of the English monarchial papers.
