TUB CURS OF CRIMINALITY.
Much is being written and
spoken about prison reform, and
better methods of treating crimi
nals. Through all of this it is to
be hoped will eventually come
some reform measures looking and
working towards some permanc it
accomplishment of that end.
An eastern paper gays that as a
general thing the criminal is such
becauso be cann.it be anything
lie. He was either born wrong or
reared wrong. If tbe former,
which is the general : ule, his case
is a hard one. Hereditary taint or
hereditary disease presents a fear
ful problem. As a i tile, more care
is taken to beget good cults than
good men. IVision, ironey, con
tact, accident, are as often the
cause of marriage as any thought
of the future of things. Children,
the primary object of the con
nection, are rarely thought of until
they come. If Sciogg's father has
)een a profligate, Scrogg's is a
product of that. If his mother is
weakly or carries tainted blood,
be may be a product of that. If
fathers and mothers, by peculiar
ity of temper or physical organiza
tion, are certain to produce
Scroggs, he must be produced, and
suffer puaishing him savagely for
being. But neither by law (which
may be impracticable) nor by
education (which is impracticable)
does society attempt to insure the
fitness of the man and woman who
may marry to produce a human be
ing. We must, therefore, take
rcroggs as we find him a mistake
made in violation of natural laws,
and should do what we can when
he is the subject of punishment to
rectify that mistake. One thing
is certain, all punishment is un
philosophical and barbarous which
does not recognize tbe social facts
which surround the criminal and
aim to correct the mental condi
tion which those facts entail upon
him.
How misinterpretations of
famous poetical allusions come to
be prevailing beliefs finds many
illustrations, take for instance
"Coming through the Kye," so
thoroughly has the idea ofapietty
maiden in a grain field passed into
public estimation, that great paint
ings are made to commemorate
the poem representing the afore
said maiden in a grain field. And
yet all critical authorities agree in
saying that Burns, immortal verse
had reference to the meeting of
the lad and lassie ujon the step
ping stones piaccu in the nver
Kye in Scotland quite a different
and more effective idea. Another
instance of more modern date cau
be mentioned in a single line from
one of the most rollicking of the
war songs of reliellion days, that
has passed into a proverb. We refer
to "A mggah in defense." The
Seattle Press-Times quotes the
line, and gives the general accepted
meaning attached to it by render
ing without the darky jargon "A
negro in the fence." The original
meaning was "A negro in defense,"
that is, the use of negro troops in
the war would make Jeff Davis see
that he couldn't figure any more.
Tbe common accer tation has
taken all the pith out of the terse
line, for a negro in a fence onveys
no particular meaning, in fact
places him in a silly attitude, but
a negro in defense, with an army
musket in his hand, gives a mean
ing that was pertinent and appli
cable. Thk denunciation of Eagan, our
minister to Chili, instigated by
English influence, and carried on
by those who are captivated by
anything that is English you know.
Probably the outcome will le that
those who are freely indulging in
that kind of talk now, will, when
the outcome is known, regret that
they indulged in such criticisms,
simply at the instigation of the
English monarchial papers.
It seems the antijKxles are furn
ishing quite a nuinler of lessons
in political economy. Australia
propagated an election law worth
copying, and another country is
giving us an object lesson that may
be worth while to at least investi-
gate. It is said that New Zeah-nd
lias given British investors who
have bt-en putting ltoney into that
coun'ry a odd chill by insisting
that the corporations handling
debentures pay an income lax on
all the bonds negotiated by them.
As all of the securities referred to
had their interest mad payable
in London, and the amount was
stated at 5 er cent, the attempt to
impose an income tax is regarded
as an act of partial repudiation
and will probably injure the repu
tation of New Zealand in the
British money market.
Thk exports in the month of
September exceeded thosa of the
corresponding month in IS'jO by
$14,000,000, while the imports
decreased $14,403,003. No matter
what the free trade adherents uiav
say in bracing tip their sys.eui,
sensible Americans will regard
a showing like this with
satisfaction, as it means that we
are k-eping our balan e on the
right side of the ledger. As long
a? the reports of our foreign trade
p-esent such features we w ill not
imitate Argentine.
The fear of consequences of a
war with Chili, which is being ex
pressed by many, is borrowing un
necessary trouble. The result of
the late rebellion, and the quick
ness with which the situation was
met, even when the country was
in the worst possible situation to
on front was, should give ample
proof to all that we' are able to
meet any situation that may arise.
