One of the bills now before con gress, and the one that applies squarely and fairly to the ques tion, without any sophistical whipping around on theoretical plans presumably to meet the re quirements of the case but really to offer loop boles for the money - ocra?y to get in their work, reads . as follows : ?'l$e it enacted, etc., That from and after the passage of this act all holders of silver bullion of the value of $50 or more, standard fineness, shall be entitled to have the same coined into standard sil ver dollars of 4l2o grains troy of standard silver to the dollar upon like terms and conditions as gold i now coined for private holders: that the standard silver dollar heretofore coined and herein pro- videdjor shall be the unit of ac- count and standard of value in like manner as now provided for the gold dollar, and shall be a legal tender for all debts, public and private, except where otherwise stipulated. That so much of the provisions of the act of l ebruary 28, 1878, entitled "An act to authorize the coinage of the stand ard silver dollar and restore its legal tender character,'" as provides for issuing certificates on the de posit of silver dollars, shall be ap plicable to the coin herein named : and so much of the said act of February 28, 1878, as provides for the purchase of silver bullion to be coined monthly into standard silver dollars, be, and the same id hereby repealed. Sfc! 3. That the secretary of the treasury is hereby authorized to adopt such rules and regulations as may he necessary to enforce the provisions of this act." Our financial situation since then has not borne out the prom ise that this course was supposed to make, and a return to free sil ver coinage is the most logical con clusion to arrive at. It was safe then, audit is the only safe course to pursue now. Any scheme to limit silver is not what is wanted nor is any scheme to retire the green back circulation what is wanted 'either, for it has assumed a place in our commercial transactions that cannot he conveniently nor so economically tilled by any other circulating medium.
