(JAllL Foil 11UMAX LIFE.
In the advancement and piumefs
of science and arts, the road to
success often fraught with dan
jrer to individual life but Ft he ad
vancement is made notwithstand
ing this fact. An eastern exchange
says that with almost every prac
tical advance in science, with
very new mechanical appliance
intended to lessen human toil,
increase the comfort 'aiuraujiinent
the happiness of, the human
family, come unwonted da Hirers, to
life and property. These nt-w
risks are none the lo tobe de
plored because the ajrjrrcjrate of
casualties may be lessened a- a
result of the adoption of the new
appliances. If an improvement
the chief value of which is the
saving of many lives is found de
fective and liable to cause death
in rare instances, I hejdeiVcts
should lie corrected as promptly
as though it were entitled to 'no
credit as a life-saving appliance.
The wheels'of progress -a n not be
arrested liecause lives are sacrificed
and yet human life is so sacred
that it should be carefully guarded
at every possible point. A gov
ernment that neglects to care for
its individual members is but
slightly removed from barhariMii,
and philanthropy can find no
higher employment than in devis
ing mean" for the safety of lifeand
neaitii. laKing electricity as a
familiar and striking example of
l i
.f '
scientific progress, with its attend
ant dangers, the chief object of
electricians should be to lessen
the risks in In; use of that won
derful and beneficent agents. It
is destined to piay iTtoo important
a j art in lighting, heating, and
motive jiower not to remain per
manently in use, but its death
dealing qualities must Ik- reduced
to a minimum.
Jn all probability tne ilangers
that are attributed to electricity
are wonderfully over estimated,
and a minimum of loss of life even
attracts" attention because it is all
before the very sight as it were of
the entire community.
Amkiccax jtorkjhasjidways been
an oljeet of aversion in the mind
of (Jernuiny's diplomat, and there
fore it has been practically fhut
out from that empire. Cut Em
peror William has raised the
embargo andjiereafterjit is to be
admitted, only having to run the
gauntlet of inspectors appointed
for the purpose of keeping out of
the Empire those- trichinae and
socialistic baccillae with which
the great Chancellor has lilellous
ly declared our pigs to le infested.
It is hard to conceive how the
epohistical reasoning of interested
money men, can pull the wool
over the eyes of people to the ex
tent of making them believe that
there is actual danger in the free
coinage of silver in this country.
One of the bills now before con
gress, and the one that applies
squarely and fairly to the ques
tion, without any sophistical
whipping around on theoretical
plans presumably to meet the re
quirements of the case but really
to offer loop boles for the money
- ocra?y to get in their work, reads
. as follows :
?'l$e it enacted, etc., That from
and after the passage of this act all
holders of silver bullion of the
value of $50 or more, standard
fineness, shall be entitled to have
the same coined into standard sil
ver dollars of 4l2o grains troy of
standard silver to the dollar upon
like terms and conditions as gold
i now coined for private holders:
that the standard silver dollar
heretofore coined and herein pro-
videdjor shall be the unit of ac-
count and standard of value in like
manner as now provided for the
gold dollar, and shall be a legal
tender for all debts, public and
private, except where otherwise
stipulated.
Skc. '. That so much of the
provisions of the act of l ebruary
28, 1878, entitled "An act to
authorize the coinage of the stand
ard silver dollar and restore its
legal tender character,'" as provides
for issuing certificates on the de
posit of silver dollars, shall be ap
plicable to the coin herein named :
and so much of the said act of
February 28, 1878, as provides for
the purchase of silver bullion to
be coined monthly into standard
silver dollars, be, and the same id
hereby repealed.
Sfc! 3. That the secretary of
the treasury is hereby authorized
to adopt such rules and regulations
as may he necessary to enforce the
provisions of this act."
Our country throve, expanded
ami prospered under free coinage
of silver side by side with gold up
to 187."! when the coinage of silver
was limitedj gold being retained
free. Our financial situation since
then has not borne out the prom
ise that this course was supposed
to make, and a return to free sil
ver coinage is the most logical con
clusion to arrive at. It was safe
then, audit is the only safe course to
pursue now. Any scheme to limit
silver is not what is wanted nor is
any scheme to retire the green
back circulation what is wanted
'either, for it has assumed a place
in our commercial transactions that
cannot he conveniently nor so
economically tilled by any other
circulating medium. The , people
want it and it should be main
tained. XEW TO-DAY.
