Numer ous applications have lecii made to the secretary of the treasury for the position of inspector of foreign vessels at the different ports in the United States, and upon examina tion of the subject the secretary has found that the controlling reason in most instances for the anxiety to secure these places is the limited amount ol work in spectators have had to perform. Several 01 these places have tor a number of years past been sine cure and not more than a thousand foreign vessels would in a year take advantage of the law peimittmg their examination by the nicers of the United States Evernment. Ihe secretary has, therefore, de cided to dispense altogether with the services of the inspectors ot foreign vessels at Philadelphia, New Orleans and ban Francisco, and to have what slight duties they would be called upon to do performed by local inspectors. Secretary Blaine states that the members of the Three America's Congress will be taken on a tour through the South ia January. The only reason that they were taken through the otber sectioas first was that there was aaore to be seea, aad it was desired to give them as favorable impression ar possible of our maaufacturinj re sources before the work of the Con gress was be;uD. The October term of the United States Supreme Court was formally opened to-day, though the justices did nothing further than to make the customary call on the Presi dent. All the justices were present and considerable surprise was ex pressed around town that a suc cessor to the late Justice Mathews had not been appointed before this term began. The court has a docket ot 1,325 cases and under the most favorable circumstances is aot expected to dispose of more than 400 duriDg the present term. It it believed that the appointment to the vacancy would have beea made long ago if it had net been for the contiaued opposition to the ap pointment of Attorney Geceral Miller. If this opposition was uaited in favor of auy one suan Mr. Miller would have ao show at all, but divided as it is between five or six, it would not be surpris ing if he captured the much coveted appointment. Representative Samuel J. Ran dall, who has recently been re potted as being dangerously ill. has arrived at his Washington resi dence. His health is1 no: very goad, but be is aot ill.
