ous applications have lecii made
to the secretary of the treasury for
the position of inspector of foreign
vessels at the different ports in the
United States, and upon examina
tion of the subject the secretary
has found that the controlling
reason in most instances for the
anxiety to secure these places is
the limited amount ol work in
spectators have had to perform.

foreign vessels would in a year take
advantage of the law peimittmg
their examination by the nicers
of the United States Evernment.
Ihe secretary has, therefore, de
cided to dispense altogether with
the services of the inspectors ot
foreign vessels at Philadelphia,
New Orleans and ban Francisco,
and to have what slight duties
they would be called upon to do
performed by local inspectors. The
salary of the inspectors who have
been decapped is $2000 per year
each.

Secretary Blaine states that the
members of the Three America's
Congress will be taken on a tour
through the South ia January.
The only reason that they were

them as favorable impression ar

sources before the work of the Con
gress was be;uD.
The October term of the United
States Supreme Court was formally
opened to-day, though the justices
did nothing further than to make
the customary call on the Presi
dent. All the justices were present
and considerable surprise was ex
pressed around town that a suc
cessor to the late Justice Mathews
had not been appointed before this
term began. The court has a
docket ot 1,325 cases and under the
most favorable circumstances is aot
expected to dispose of more than
400 duriDg the present term. It it
believed that the appointment to
the vacancy would have beea made
long ago if it had net been for the
contiaued opposition to the ap
pointment of Attorney Geceral
Miller. If this opposition was
uaited in favor of auy one suan
Mr. Miller would have ao show at
all, but divided as it is between
five or six, it would not be surpris
ing if he captured the much coveted
appointment.
Representative Samuel J. Ran
dall, who has recently been re
potted as being dangerously ill. has
arrived at his Washington resi
dence. His health is1 no: very
goad, but be is aot ill. It is prob
able that Mr. Carlisle wiil find him
well enough to assuaie tr.e leader
ship of the Minority- in the aext

The Knights Templars had a
high old time here last week.
They were given the freedom of
the city, and they enjoyed it to the
fullest extent.
The gun boat "Petrel" Las been
accepted by the Government and is
now at tne Norfolk navy yard be
ing fatted out lor a cru:sal.
Secretary Noble has received
many communications from labor
organizations asking that he bave
the facts collected for the census
next year, shewing what percentage
of the people occupy their own
bosses, aad what percentage are
tenaats. Also what percentage
among the owners of realty bare
their property e'eir ot debt. Suck
a table carefully prepared would
certaialy be very interesting, and
it is hoped that the Secretary caa
see bis way clear to having it pre
pared.
Ob Wednesday the International
Maratime Conference will meet ia
this city. The newspapers hare
not bad nauch to say nbout this con
ference, nevertheless it will be oae
of the most important International
meetings ever held. Its principal
object is to arraage au Icteraa
tional code of navigation signals to
be used all over the world. That
the universal adaption of such a
code would result in a largo saving
ot life cannot for a moment be
daubted.
Many of the Knights Templars
while here last week engaged
quarters for the opening week of
the Worlds Exposition in 1892, so
confident are tbey that it will be
held in Washington.
