News comes from Washington that one of the greatest trials of the Navy Department the remark able action of the contractors for the new ships. The Tetrel and Baltimore are months behind, and the government is exacting from each a daily penalty. It was ex pected that the Baltimore would be completed by this time, but the' contractors now announce that a private trial of the vessel's machin ery will be made this week for their exclusive benefit. The official trial is a matter of the dim future, as it is almost certain that a num ber of defects will oc discovered which will have to be remedied. In regard to the Tetrel the board to witness her official trial will be selected early this week, as the contractors have intimated that the ship will shortly be ready. The Columbia Iron Works jot Baltimore, which has contracted for this ship, found it more advan tageous for them to finish a fleet of ferry-boats for a railroad company than fulfill their contract with the United States. They could make more money by paying the govern ment the penalty of $100 per day and work ou the ferry-boats than they could by finishing the Petrel. Of course this state of affairs could not last forever, and lately the Navy Department has received word that the ship is almost ready ior her official trial.
