There seems to be a diversity of opinion among the leading English papers, upon the subject of Prest dent Harrison's address, bo two of them are able to read its plain and uneaui vocal language in the same manner, and it is perfectly apparent that each views through the goggles it adorns it own optics with. The Chronicle collates that the London Morning Post thinks the address marked by a commendable absen je of bombast and says that if this marks the future tone of his nationa1 policy another element in the concord of the world will have been secured, but the Daily News linds cause for apprehension in the allusion to the necessity for creat ing a navy. The Times think that the Presi dent's views in the department of finance are not very clear. Possibly that journal conceives of tne inau gural address as the speech of a Chancellor of the Exchequer sub initting his budget, which, it is hardly necessary to say, it in no respects resembles. The same journal doubts whether President Harrison's proposed new departure relative to the natural ization laws would be advantageous either for America or tor the rest of the world. It may be conceded that restrictions on naturalization might tend in some degree to ci t off- Europe from the privilege of using ' America as a dumping ground for her scum and 'offscour ings, but thoughtful Americans can see nothing hut good to' the United States in the amendment of those laws. . Perhaps the most sensible com ment is that of the Telegraph, For ways that are dark and tricks thai are vain commend us to the gigantic school book monopoly wnich is operating iu Oregon, and now has the people of the fetaie safely in their grasp tor six years It will be remembered that the monopoly carried every point in the vote of county school superin tendents for text books recently that they succeeded in ousting the Brooks "series of arithmetics am having adopted tiie Ir ish series in stead, that thev threw out a series of readers of their own for another series also published by them selves, and that they captured all the new books adopted so that Uiey stood iu absolute possession of the field for four years, begin ning in January. But still they were not. satisfied, and there-was introduced in the house at the late session of the legislature a bill ex tending the time four years more. waking it eight instead : of fuur years, and this bill was amended so as to make the time six years, and passed and became a law. I Ins new law allows the direct ors in districts with 1000 and over pupiis to ''select text hooks for the high school only,"- and this, pro vision will apply to two districts in the state, those of fealeui ; and Astoria, as the Portland district is under a special law, and the Al bany district falls a little short of 1000, having 901) scholars ;' but as this law only makes future rates for six years, but also extends the las. rate (which was taken for tour years) two years longer, it kindly relieves the direc. ors of those two districts of even this slight burden. The talent statesman, referring to this scheel book monopoly, sen sibly says : This school book mo nopoly has over-jumped itself: it shouli have been satisfied with the whole hog for lour vears. For bearance will sometimes cease to be a virtue on the pa-t or the peo ple of Oregon, and there will be an explosion, and this school book monopoly, with all of its paid agents, will be routed from the state.
