There seems to be a diversity of
opinion among the leading English
papers, upon the subject of Prest
dent Harrison's address, bo two
of them are able to read its plain
and uneaui vocal language in the
same manner, and it is perfectly
apparent that each views
through the goggles it adorns it
own optics with.
The Chronicle collates that the
London Morning Post thinks the
address marked by a commendable
absen je of bombast and says that
if this marks the future tone of his
nationa1 policy another element in
the concord of the world will have
been secured, but the Daily News
linds cause for apprehension in the
allusion to the necessity for creat
ing a navy.
The Times think that the Presi
dent's views in the department of
finance are not very clear. Possibly
that journal conceives of tne inau
gural address as the speech of a
Chancellor of the Exchequer sub
initting his budget, which, it is
hardly necessary to say, it in no
respects resembles.
The same journal doubts whether
President Harrison's proposed new
departure relative to the natural
ization laws would be advantageous
either for America or tor the rest
of the world. It may be conceded
that restrictions on naturalization
might tend in some degree to ci t
off- Europe from the privilege of
using ' America as a dumping
ground for her scum and 'offscour
ings, but thoughtful Americans
can see nothing hut good to' the
United States in the amendment
of those laws. .
Perhaps the most sensible com
ment is that of the Telegraph,

selves, and that they captured all
the new books adopted so that
Uiey stood iu absolute possession
of the field for four years, begin
ning in January. But still they
were not. satisfied, and there-was
introduced in the house at the late
session of the legislature a bill ex
tending the time four years more.
