President Cleveland to-day transmitted to congress an additional correspond ence relative to Samoa showing the iauts to be in conformity with Bayard',:, representations. The German government has exempted foreigners from operation of martial law in Samoa and directed the German consul to relinquish the command of the administration of the island. Secretary Bayard says : "I have yet to learn that any American has been injured, or any of their rights, as defined by law and treaty, taken away. Our policy has been fixed and steady in the direction of the preservation of American rights. In conclusion, the committee finds the following facts: That if the. law protecting seal life is de forced, the preservation of the seal rookeries will be assured, the reven ue continued and increased, and the native inhabitau's of the seal islands maintained without cost tc the Government; that the Alaska Commercial Company has fully performed Us coutract with the Government; and has ccntributed liberally to the support, m tun leu ance, comfort aud civiizaticn of the inhabitants ot not only the Seal Islands, but to those of the A.eu tian islands, Kodiac and mainland; that the fur-seal mdustry will hsve paid into the Treasury over $ o,t 0 000 during the period of the pics ent lease; that the chief object of the purchase of Alaska was the ec quisition of. the valuable products ol Behriog sea; that at the date of the cession ot Alaska to the United States acquired complete life to all that portion . of Reti ring sea situated within the limits prescribed by treaty.
