Amend i.iants to the law are suggested, as follows: The placing of express business definitely within or with out the operation of the law ; joint rates to be m:.de to come uuder the provision against the sudden raising of rates ; greater authority to be given the commission to bring about uniformity in the pub lishing of rates to make it necessary to give three days' notice of a reduction in rates ; to make ship pers punishable for being party to false billing, classifying, or weigh ing; to bring railways whose termini are in one state, but whose line crosses another state, specifi cally under the act ; to bring lines claiming to be local in fact arid through lines only in appearance, under the law ; to bring lines that Slowly, but surely, the scheme for a British cable across the Pacific is t .king shape. A confer ence of influential colonists Canadian and Australian was held in London last month, when a route from Vancouver by way of Hawaii, Fanning Island, Samoa, Fiji and New Zealand to Australia was considered and approved.
