ADJOURNMENT OF CONGRESS Congress has adjourned. The country will not be sorry. It has dragged its weary length to be the longest continuous session in the nations history ?2l days, and has considered 15,589 measures. The session has been productive of f several important bills. i Among the measures of public irjterest that have become laws are the following : Relating to permissible marks on ir ail matter. For division of the Sioux reserva tion. For a conference with South and Central American nations. Limiting J,he hours of letter carriers. Making Lieut.-Gen. Sheridan general of the army. To establish a department of labor. For an international maritime conference. Requiring the Pacific Railroad Companies to maintain telegraph lines. Jo prohibit the coming of Chinese laborers to the United States. For the establishment of rules in respect to the Sault Ste. Marie and oljher canals. To create boards of arbitration to settle controversies between com mon carriers and their employes. To prevent the return of Chinese laborers to this country. To aid state homes for disabled soldiers. iChanging the date of meeting of tlje electoral college. Hon. R. McLean, in his pre sentation of the political issues brings out one point espeeialhy forcible and direct. It is in re gard to the matter of a tariff for revenue only and' taxing luxuries instead of necessities. He shows that a tariff for revenue only mei - s of a necessity a tariff only upon the necessary or constantly used arti cles, as if it i? for revenue only, it must be a fixed sum to meet the requirements of the government, and cannot, therefore be levied upon such a fluctuating basis as the luxuries of life. This fact shows the fallacy of the doctrine of taritf for revenue only, and also the dishonest' of the charge that a protective taritf places the burdens upon the necessaries of life. The question naturally arises, why should not the foreign pro- ! ; ducer, who seeks a market in this country for his products, pay a tax upon the same as well as the home producer. It will not be denied that everv man in this country who honestly meets the legal require ments of the case is obliged to pay a tax towards maintaining the ex penses of the government, and to require him to do that while his foreign competitor is allowed to go into the market ecott free, is an injustice to the homo producer that should not be allowed. Oregon is conceded to the re publicans is the standard remark of democratic politicians, and no great amount of work will be put in. But all the same the same politicians are making the most ac tive and strenuous efforts possible. It would not beamiis for republi cans to remember that liberty is the price of eternal vigilance. The new emigrant to Canada from Minnesota, who raised his boodle from wheat deals, is said to have obtained the wheat by boring an augur hole in the elevator chute used for loading cars, and conduct ing the wheat leak to a private bin of his own. The stealing brought him $41,000 and the necessity of a flight to Canada. Eighty prisoners are crowded into seven cells in the county jail at Portland.
