The' complain of undue centralization, and demand an e:. -tension of the existing powers of local government, but so far their petition has been unheeded. Movements such as these are .significant. Great Britain has the power to weld her Australian colonies into a compact and har monious whole, and she would be aided in such efforts bv thelovaliv which has always distinguisl ed her people ; but she has already committed grave blunders, and the bond of sympathy is constantly becoming weaker. As Mr. Froudc iias said, the cord will wear into a thread, and any governmental ac cident might then break it. When that time shall have come there will lie another added to the world's republics. The inevitable results of despotic action, or of attempted coersive measures by monarchial govern ments over dependent colonials countries give rise to republics and spreads the liberty loving senti ment among the masses of the people. The Record shows how this growth is going on in the isles and continents of the Pacific, and how our own lack of enterprise in permitting Germany to seize Samoa bungs to mind the fact that Great Britain also has been derelict in t'ie management of the Australas ian affairs. When it is remembered that fifty-three years ago the only Europeans in the colony of Victoria were a few whaler and squatters, we can reailily comprehend the self reliant and enterprising quali ties that have been exercised in order to elevate Australia to the position which she occupies to-day. And it is only natural that the people, believing implicitly in the great ness of their future, should become alarmed when they see France sanding her convicts to the South The frightful possibilities that may happen to humanity, which are worked up in the imagination of people who are always seeking some frightful nightmare to worry over, are wonderful to contemplate. One of the latest of this kind, which Iron alludes to, is that among the many startling dis closures with which scientific in vestigation has made us familiar. one of the most extravagant is the discovery according to which the nose is said to be gradually losing its power to discharge its traditional function in the case of the civilized peoples. When the sense of smell vanishes altogether as, it is af firmed, will infallibly be the case one day the organ itself is bound ! to follow its example sooner or later. It is, no doubt, a fact that the olfactory sense is much keener in the savage than in the civilized man, and it is reasonable to con clude that the more we progress in civilization the duller the sense will grow, and as nature never preserves useless organs, when the nose loses its power of smelling the nose "must go." Fjre arms, loaded to the muzzle, are not conducive to domestic peace and happiness. Yet some American citizens will persist in acting on the principle that they are necessary adjuncts to a well regulated list of. culinary imple ments. A Pennsylvania household Pacific and witness other aggres- , in that predicament was recently treated to the scene of a six-vear- svgus m the Australasian seas. Although Great Britain has at last taken formal possession of New guinea and of the Cook, or Ilervey group of islands, the vacillation which she has shown in this mat ter is inexplicable. Two years ago the colonial government of Queens 1 tnd took possession of unoccupied land in New Guinea in the name of the queen, subject tc ratification by the imperial government. But when tiie question has been brought up in the house of com mons pressure was put upon the government to repudiate the an nexation, and while the matter was being held in abeyance Germany stepped in and took possession of one-half of what might have been British territory. Holland and Germaiiy have now the greater Ijrtion of the country, and Eng land has had to be content with what was left, the indistinctness of the bjundary lines being likely at any time to lead to serious dis putes. Besides these grievances, whbh come from without, there are also internal difficulties that may yet have great influence in shaping the future of the Australian colonies. The people of North Queensland want that colony divided. They realize that they have developed its resources and old boy playing cowboy by firing a loaded shot gun at his mother nursing an infant brother, result ing in the probable death of both. The eleme it of common prudence and care seems to have been lack ing in that family and perhaps in many others as fat as the use of i nre arms are coneernea XE IV TODAY. irl ti'nutcd.
