The sway of despotic rulers and monarchial aristocracies, is fast losing its hold upon the human family, and the sentiment of liber ality that makes an honest human being just as good and powerful in influencing governmental affairs as any other human being, is fast pervading all nationalities and will eventually govern and control the entire world. Germany, with its astute prime Minister, has, next to Russia, been the strongest ad herent to the old system, but the seeds of liberalism has taken root t here and the crop will revolution ize the country.
