THE GROWTH OF LIBERAL
GOVERNMENT.
The sway of despotic rulers and
monarchial aristocracies, is fast
losing its hold upon the human
family, and the sentiment of liber
ality that makes an honest human
being just as good and powerful in
influencing governmental affairs as
any other human being, is fast
pervading all nationalities and will
eventually govern and control the
entire world. Germany, with its
astute prime Minister, has, next to
Russia, been the strongest ad
herent to the old system, but the
seeds of liberalism has taken root
t here and the crop will revolution
ize the country. The promulgation
of Frederick's humane and large
minded principles have done much
towards this end, and the publica
m tion of his diary gives force to that
view. The Baltimore American
di: cussing this says that Bismarck
was fully informed of the senti
ments of Frederick is apparent, not
only from his treatment of the
dying Emperor, but from his wild
and inconsequential wrath at the
publication of his late master's
reflections upon the leading events
which made both r ' himself and
Germany. His venom is rather
amusing than otherwise to Ameri
cans, who would not endure for an
hour such polit:,cal slaveiy as the
Germans are forced to bear; but it
also gives assurance that the Ger
mans themselves are not so easily
handled as before the union, at d
tin'; the people are not only con
scious of their rights as units in
i lie human scale, but have son.o
notion of obtaining those righ.
Bismarck would not be so eager :c
stem the tide o: popular indigna
tion by questioning the authenticity
of the late Emperor's diary did he
not feel that it was unsafe to x r
mit the sentiment in favor of
liberal laws and human rights to
grow as it has done of late in the
German Empire. It is entirely
unlikely that there will be any
practical result from the disclosures
in the immediate future. The
possession of a thoroughly discij -1
ned army of 1,200,000 men insures
whoever has control of the state
against either reform or revolution,
but the seeds sown by Frederick
will sprout, no matter how inhospi
table the soil, and trouble is in
store for the dominant party. ' The

The Democracy of Tennessee
cannot afford to throw away a
single vote. The majority has been
cut down, little by little, from one
cause and another, until it iias be

Tennesse may, after all, decide
