The British extradition treaty is i-till before the senate, and w likely to remain there for an in definite period. It may nor. be generally known that the senate commit rrs on foreign relations, in reporting the proposed treaty to the senate, recommended some important amendments. The xneasnre betVre the senate, there fore, now 'differs in several par ticulars from the imperfect pre tended draft of the treaty which waa published last spring, and unnn which the comments in both ointrie have leen bned. The amendments are -hse: That pers iisl.ad be extraditable, first, for larce iy an 1 embezzlement of amount" more than rfty dollars, or ten pounds st-rling ; and second, tor assaults upon life with explo sives. These two provisions are probably the nvjst important in the treaty. The first is the one upon which the Canadian government and the United States are under stood to be in accord. It i& de signed to prevent Canada from being made a refuge for bank thieves and embezzlers; and to relieve it from continuing to be a Botany bay for the states. The benefits would be of course re ciprocal, and the United States could no longer be the asylum for the Canadian embezzlers, the tide f o.-t.if h BARiiis now to be setting VI T in this direction. A new use has been discovered for the electric light. The body of a boy drowned at Winchendon, Mass., recently, was found through the use of the electric light, a bulb being fastened to a pole and sub merged, illuminating the water for a considerable distance in the neigh borhood. The eii ctric light prom ises to become an important aid in all manner of submarine operations. The Herald's subscription list is rapidly increasing.
