In view of the vast accumula tions by private individuals in this country, that have in a measure locked up the wealth of the nation, iind indirectly contributed to many of the financial stresses that have overtaken us, many have advo cated the limiting, by statutory law, the extent 'to which individ uals can sequester to themselves the wealth of the country. jThe fallacy of this view of the case cannot help presenting itself to the observant thinker who rightly views the situation, how ever. If we acquire the habit of now and then looking at the case frpm this side, from which we un happily so se'.dom look at it, the proposal to put legal limits, to the amount xA fortunes will take an entirely new aspect. We shall see that we are, in reality, making the definite proposal that our law shall henceforth forbid any citi.en to i) ake the world more than so much rijcher in his lifetime to provide employment for more than a legally limited number of those who need and desire employment, or to be more zealous than the law allows in! seeking out commodities or dojng any similar service for the general public. Franklin once at tempted to reach the common sense of the British public in a pam phlet entitled ''Rules for Reducing a Great Empire to a Small One." If a second Franklin should ad dress us, must he meet as little success in combating tiie proposi.1 to put legal limits to the wealth oi the country? If the proposal needed any further illumination it would be found in the impossibil ity of limiting the injurious results of its adoption. Human ability is in the habit of taking very fair average care of 'itself; if perse cuted in one city it will not be ! slow 10 seek a refuge and a wel come in another. If New Yoik could place a progressive income tax on her statute book prohibiting incomes ' above a fiKed limit, one result would certainly b a diminu tion of New York incomes; but that would be far from ail. The incomes thus limited would rap idly disappear from New York, whilo. Connecticut and New Jersey would show a sudden, surprising and coincident increase oi large incomes. So. if the scheme should tie adopted by the whole United States, that country would meet an indefinite dead loss, to the gain of Canada and Europe. If the; great fortune is the result of defi- J ance or prostitution of law, let the law be made to fit the case ; but if J it is the natural result of human J ability, why should it not go on j benefitting the community up to j the natural limit of human powers of management?
