M., and was reviewed under national inspecting officer E. B. McElroy. The hour having arrived for special order,, election of officers, it was held with the following result : Commander A. E. Therefore be it Resolved, Thatsaid action orsuch utterances , are made merely for partisan effect, and are being broke j at pleasure, that such action merits and deserves not only the con tempt of all comrades and soldiers, but also ot all honest citizens. The committee from the depart ment to the Women's Relief Corps reported that the corps would be ready to participate in the joint installation of officers at 3 o'clock, which proposition was adopted. The report of the committee on resolutions was adopted. Ve, the Grand Army of the Re public, assembled in the city of Albany extend our sincere thanks for the very pleasant and pains taking way that we have been re ceived and entertained by thp Ladies Relief Corps No. 13 and McPherson Post No. 5 of Albany. We turther extend our thanks to all transportation companies who have favored in various wavs, the 0. & C. R. R. and Oregon Pacific. That to all of the above we owe a debt of gratitude that words fail to express, and hereby tender them a vote of thanks, as coming from the hearts of evcry comrade of the Grand Annv of Oreuon. D.'D. Darrow, of Roseburg, was elected to fill the vacancy. A resolution was adopted, creat ing a committee to drait a proposed law to be submitted to the legisla ture, making it obligatory to ap point old soldiers to official posi tions, all other qualifications being equal. Also a resolution was adopted, making it obligatory upon Posts of the Grand Army to extend every aid and assistance in their power to the Women Relief Corps. Also a resolution to make the matter of making returns to the A. A. G. more prompt and reliable. Report of the department lodge was adopted. The retiring assistant adjutant general was instructed to procure the printing ot the proceedings lhe per capita tax on members was retained at the old rate A resolution, endorsing the disa bility pension bill adopted at St. Louis, was adopted. Report of the council of admin istration was adopted. WOMEN'S RELIEF CORPS. The Women's Relief Corps met promptly at 9 o'clock, and after some discussion upon minor points proceeded to the election of offi cers, with the following result : Mrs. Sarah E. Mijler, Dept. Pres., of J. B. Matthews Corps, Forest Grove; Mrs. Mary J. Train, Sen. V., of McPherson Corps, Al bany; Mrs. Julia Abrams, J. V., of Reno Corps, Roseburg; Mrs. Mary H. Ellis, Sec, of J. B. Mat thews Corps, Forest Grove ; Mrs. Fannie A. Johnson, Treas., of Ells worth Corps, Corvallis; Mrs Ellen Robbins, Chaplain, of Geo. H. Thomas Corps, Silverton. Executive Board Mrs. Eliza AVoodin, of McPherson Corps, Al bany; Mrs. Eliza Caukin, of Geo. Wright Corps, Portland; Mrs. Emma Byars, of Sedgwick Corps, Salem ; Mrs. Agnes Young, of Ells worth Corps, Corvallis; Mrs. Elec tra Phillips, McPherson Corps, Albany. These officers were elected unan imously, everything passing off pleasantly and" harmoniously. A committee from the G. "A. R. encampment waited upon the t'orps and extended an invitation to repair to their hall at 3 o'clock a- m. and hold a joint installation of the new officers. The invita-" tion was accepted with thanks. i session adjourned until 1 :30 o'alock. AFTERNOON SESSION. On motion five hundred copies of the minutes were ordered printed. The following resolution was passed unanimously : Whereas, The delegates and visiting members of the fourth annual department convention of the W. R. C. have been cordially received, and most amply provided for both by entertainment and in providing accommodation by Mc Person Post and Relief Corps, No. 13, therefore be it Resolved, That our most heart felt thanks are due and hereby tendered this hospitable and gen erous corps and post. Resolved, That the thanks of this convention be extended to Supt. Brandt, of the 0. ti 0., and Supt. Hoag, of the O. P. railroaos for the courtesies shown our order uriiig the past vear in granting passes to the department president. Whereas, The membership of this convention .of the W. R. C. recognize and appreciate the cour tesies of the juvenile band of Al- banv in escorting the convention to their hall, therefrore, be it Resolved, That a vote of thanks be tendered the band for their kindness. McPherson Corps was called up on by the president to exemplar the secret work of the order, which the corps proceeded to do, show ing such proficiency and accuracy m the work as to gain a warm ex pression of approbation from the president. The time now having arrived for the joint installation of the corps and encampment, all business was suspended and the corps proceeded under an escort to the G. A. R. I hall. j JOINT SESSION. ! The hour having arrived for the ! joint installation of the officers of j the Women s Reiiet Corps and the department of he G. A. R., Mrs. President Miller, of the Relief Corps, read a most excellent j and earnest address in taking the I chair, evincing that the department corps had made a wise selection j for president. i Mrs. M. J. Train was then called upon and made some happy re- j marks on behalf of the work of the I I convention, which brought out a! round ot applause. j Mrs. Fry, the retiring president, made an earnest appeal to the ! members of the encampment to j give greater assistance to the Re lief Corps. The retiring post commander responded, feelingly urging upon the posts the necessity of giving all the assistance in their power to the corps, stating that wherever they were found the posts were more i flourishing and in better condition. Borth- j wick, made a few pertinent re- i marks and called upon Captain McLean, who responded in an able manner., .after, which -'America" was sung by all.- The Relief Corps then retired, the Juvenile band at the same time giving a fine selec tion of music, at the foot of the stairs. Pherson Post No. 5, of Albany, as j the department's contribution to ! their building fund was adopted, j A resolution was passed placing ! the names of Miss Ida Barker and i Miss Georgia Sears on the depart - ment rolls and certificates of mem i bership were ordered issued to; i them signed bv the retiring depart-1 j commander and attested by his t assistant adjutant general. Two Swindlers Caught in an Attempt to Skip with $60. . Two men giving their names as John Burton and Louis Handle were arraigned in Justice Hum phrey's court yesterday on a charge ot obtaining money under false pretenses. The two men appeared to be a couple of confidence men. They had obtained $20 each from Wm. aber, J. A.
