As a dointer in the direction in ! which the railroads are tending j the Chronicle has the following : j "A movement has been made to j consolidate in one trust all the j railroads between Chicago and the i Kockv mountains and between the British boundary and Indian terri tory. The outline of the plaT is to elect a chairman for the trust and a board of control, consisting of one representative from each of the members of the trust, thi board of control to have entire supervision of the interests of the various roads. The rate-making power is to be lodged with this board of control, and all changes in rates and all questions pertain ing to competition business are to be adjudicated by this committee. "The capitalization of this trust, if j -x J .in . . i it is carneu uui, will mount up io j the total of fully $2,509,000,000. A contemporary doubts if so heavy an aggregation of capital J and corporate interests could hold j together, and thinks that in the -event of its holding together it would have to settle with the law j .i T ri. T. and the Interstate Commission. It is to be feared t'aat thev would be j found but a broken reed for the j -an .nnrf r.f nnnnlar rio-lit sis o-iirmt ! -Support Ot popular nglllS as again&t -SUCh an enormous power as these ! i-i aggregated railroads could wield, i "T ., r. t .i i i In the first place, there is no law j at present in existence which i would be directly violated by such a combination, or to which an ap peal could be hud. Ilea ami prommtory leg'.biauon . ii iopted, w!ich would be a matter of difficulty, to say the least. As to the conflict with the Inter H ite Commission, a state cf affairs can be easily imagined in which j such conflict would not be probable j :i id perhaps uot even possible. Up I the present time a majority Ot e cases which have come , . oeiore i i at commission have been based i the proposition that injustice is being done by a certain rail ad corporation, but this was pre cated on the allegation that the rpcration complained of was ing someteing different from me other corporation. For in ance, if the A & B railroad estab died certain nites, and the C & D ilroad, under similar circum ances and conditions, charged ore for a like service, a cause action arose against the C & D it suppose that a trust controlled th the A & B and the C & D. 'hat would set the discretion and ! ....... i risdiction ot tlie mter-state coni ission in motion? Nor would such a trust conflict, i terms, with Section 5 of the ter-stafe commerce act. That iction makes it unlawful for any minion carrier to enter into any mtract, agreement or combina on with any other common car ter for ithe pooling of freights of ifl'erent ami competing railroads, r to divide between them the ag regate or net proceeds of the earn ags of such railroads ; but it does iot provide against the absorption f anj' number of competing rail oads by a trust, nor does the act ay where limit the schedule of fares nd freights, except to say that hey shall be just and reasonable, 'he whole act is framed upon the neory of regulation by corupeti ion, and of helping the people to nake a stingy, close-fisted railroad do as weli for thein as a generous, liberal one ; but if all the North i western railroads are welded into i one, where is the competition, or ! bv what comparative scale can i cianges be adjusted? ; , , . t , ; "Let US make no mistake as to j tj p0ss;ibilitV Ot" the Creation ot J Sl.Uil U HUM. J.I IS YVUUIIV ItUSIOie 1 and by no means imj rooable ; and we must face the contingency '.squarely and fairly. The Pacific I coast is especially interested in it, as it will stand like a foreign coun- try between us and the East, draw ing tribute from California and ex acting toll on- our east-bound shipments of every kind.. Let us consider 'the matter and see whether anv remedv short of gov- . . e ernmenial control is adequate to deai with the threatened danger.'" The democratic central national committee met in Washington, and j decided to hold the convention on the third day of July. Ten ballots j were taken upon the place of hold- iuil and n th tenth ballot the j vote stood ban r rancisco 17, (Jhi- ; cago 15, St. Louis 14, Cincinnati 1, when they ad joui hed to the next I day. Our dispatches this j morning show, however, that the j whole thing has been repudiated, even the date being changed to J une 5. St. Louis gets the conven tion as a compromise. It looks like a defeat for Cleveland a sort of forerunner of next autumn. his bigger defeat TtTC nnH.'-c in Plarlina Trolanrl foumi a man with dynamite in his possession, which he claimed to have for blasting purposes, but they conclude! they had caught a true dynamiter and expect to tin- earth a huge plot.
