A RAILROAD TRUST.
As a dointer in the direction in !
which the railroads are tending j
the Chronicle has the following : j
"A movement has been made to j
consolidate in one trust all the j
railroads between Chicago and the i
Kockv mountains and between the
British boundary and Indian terri
tory. The outline of the plaT is to
elect a chairman for the trust and
a board of control, consisting of
one representative from each of
the members of the trust, thi
board of control to have entire
supervision of the interests of the
various roads. The rate-making
power is to be lodged with this
board of control, and all changes
in rates and all questions pertain
ing to competition business are to
be adjudicated by this committee.
"The capitalization of this trust, if j

it is carneu uui, will mount up io j
the total of fully $2,509,000,000.

Nor would such a trust conflict,

ter-stafe commerce act. That
iction makes it unlawful for any
minion carrier to enter into any
mtract, agreement or combina
on with any other common car
ter for ithe pooling of freights of
ifl'erent ami competing railroads,

ags of such railroads ; but it does
iot provide against the absorption
f anj' number of competing rail
oads by a trust, nor does the act
ay where limit the schedule of fares
nd freights, except to say that
hey shall be just and reasonable,
'he whole act is framed upon the
neory of regulation by corupeti
ion, and of helping the people to
nake a stingy, close-fisted railroad
