Sunskt Cox presides over the house of representatives during Carlisle's illness. iKisit. of the Alta, is rather san guinary in his proclivities. Just at present he is in mourning lo calise a consignment of 15,000 dozen of Kastern eggs, whinh were delayed upon the way and became rotten, were dumped in the bay. He wanted them to use in the coming campaign. The pope of Home has signified Ids willingness to act as mediator between the English government and the Irish people in the home rule and other reforms demanded by Ireland. It is asserted that tiV English cabinet have signified their willingness to accept, which may be taken with a few grains of allowance. A certain Mrs. Joshui !now is said to have , been present when, one hundred and six years ago, Daniel Webster was born and said of the infant : "This is an un common child. Look at his big head and eyes and the great size of his body. I tell you here is a wonderful child. He will be worth raising." And the verdict of the world has been that she was a true prophetess. It seems to be the settled policy C the English government to im j .ison those of the Irish leaders who are physically unable to stand the rigors of prison life, until their deaths are brought about. It is aid that Editor O'Brien will be re arrested and incarcerated as soon its his present sentence expires. Certainly a very brave way for! English authorities to get rid of obnoxious persons. The Alta thinks Gov. Iliil ex hibits great wisdom. It says: "Governor Hill, of New York, seems to have a thorough knowl- j e lge of the legislature. He rec ommends the employment of a ! i-pecial counsel for that body, to , s'e that biils are properly and grammatically drawn, so as to clearly -xpres their intended meaning." The experience of a ! Great manv persons is that the j i -iarneu counsel succeed ui puuuij; i in more ambiguity than any or-j di lary individual possibly could do. New kk judges are atter the J typewriter business, which indi cates, probably, that they have no doubt been tried beyond en durance by manifold copies of legal documents, and have made a new rule that all documents must be written on paper weighing four teen pounds to the ream. This practically puts an end to making more than one copy of a document .a a time on the typewriter, and is .i rule that will bring joy to the i ieart of the copyist. It is rather hard on the lawyers, however, and .e may expect to hear of efforts n their part to afolish it. Congress is asked to pass some tringent laws upon the opium muiigling business, and the sece ary of the treasury in submitting i, bill upon the subject says: 'Under the existing law the de lartment was unable to suppress he smuggling ui opium by sys ematic organizations on the Pa cific coast. If congress is not dis .Kjsed to prohibit r restrict theim ortation of opium for smoking and lesires to obtain .i revenue there roni, the present tax ot $10 per ound should be materially re- bleed SO that the inducement to . ,, niUggling shall be lessened. Coxokess is talking of appropri ating $50,01 K to cxptmd in repre senting the l.'nited States in the Australia exposition next August, .hich will be bel l in Melbourne. i'hese exposition are worth all hev cost, and the appropriation VOUl'l Uil'ioni tex ! "tr iiiiirn . i'he Chronicle havs: "The trade f the L nile l -Mate.-. With Alts- ra!ia is by no :m:us imVuipurtant. For the year ending June 30, 1887, we exported to the British iwsses sions in Australasia articles of the value of $9,543,474, and imported a value of $4,411,119, leaving the balance of trade largely in our favor. This Australasian trade ought to be highly developed, and California should certainly get her full share of it. All of our prod ucts except wool ought to be sent to Australia and sold at a profit. Our raisins, our dried and canned fruits, our salmon, our machin ery and agricultural implements, and products and manufactures of other kinds, all should find a niar ket in Australia, and with the ex ercise of proper business tact and energy can be made to do fo But our business men cannot expect to sit still and have Australia trade come to them. Australia natur ally looks to Great Britain as her base of supplies, and if the United States wants a market in Australia for its productions we must show the Australians that it will be to their interest to buy from us. A very pertinent question for legislators in congress to consider, is whether we shall maintain a tariff on sugar, promote the maim. ; facture of beet sugar in this coun- j try by liberal encouragement, or j remove the tariff from sugar, thus j destroying all chance of inducing ! the beet sugar industry, and in the ! end paying higher for our sweeting than we 'do even now, instead of getting it cheaper. The subject of performing pub lie exeeutioi.s by electricity is stiil being mooted. Possibly some meas ure of that kind may be adopted, but eventually the relic of barbar ism capital punishment will be abolished, and there will Vie no need of searching for a more hu mane wav of taking human lr OF A 1 1m r v Oregon OFl'IC'EK -Charles E.
