O n e has b e e n re placed, leaving five people to ru n the nine-m em ber coun cil a f te r C h a irm a n W illie Sharp declared an em ergency on the reservation. L ittle D o g ’s, a tto r n e y , R oberta Cross G uns, said the five rem aining Council m em bers have m isused the em er gency designation to run the council w ithout a full body. T h e B lackfeet Plan o f O p - erations defines an emergency as a situation in w hich action is required to “alleviate an im m ed iate dan g er to life and limb,” and that does n o t ap ply here, Cross G uns said. ‘Y o u don’t suspend people and let them hang in the w ind forever, and essentially th at’s w hat they’ve done w ith these suspensions w ithout any sense o f p r o c e s s w h a ts o e v e r ,” C ross G uns said. It also says th ere is n o pro v i sion in Blackfeet law to sus pend a council m em ber, while expulsion requires the votes o f all nine m em bers. T h e lawsuit seeks to rein state L ittle D o g w ith back pay, b u t further intervention is needed by the federal B u re a u o f I n d ia n A ffa irs to force new elections o r take o th er m easures to quell the dispute, Cross G uns said.
