The voters are those tribal m em b e rs of. W a s c o d e s c e n t, b g j j i o n th e reservation and off, w ho were reg istered in the Agency D istrict as o f Septem ber 28, 2012. M ost o f the p o ten tial voters, over 1,100, are on the reservation, while about 440 are o ff reservation and can vote by absentee ballot. The vote is scheduled for O cto ber 30, a Tuesday. T he vote is strictly a Wasco m at te r, and n o t subject to the term s o f The tribal Election Ordinance no. 44. H ealthy N a tio n sta ff held meetings and gathered nearly 60 project ideas from local volun teers who submitted a com m u nity activity idea along with a cost estimate. Je ff Sanders, form er H o u s ing D epartm ent director, encour aged A ustin Smith Sr. t o subm it his idea for the Community G ar den. “I w anted to start a com m u nity garden,” Smith was saying recently, “because I thou g h t it would help us to teach natural up bringing skills for our children.” Smith completed the nècessary paperw ork and received $4,300 to start the Comm unity Garden. H e got the lease for the current garden area, and in the first year received perm ission to use a fire hydrant for water. This proved to be trouble some for the H ousing D epartm ent’s sprinkler system, so other options for a w ater supply had to be ex plored. A fter a couple o f years o f water troubles th ere w ere som e funds available through M ountain View H ospital’s Comm unity H ealth Im p ro v em en t P ro ject (C H IP ), and Beth Ann Beamer assisted the Warm Springs G arden in im proving the water system ,""-^ T he garden has now been active for alm ost a decade dow n by the Tribal Administration building. Box 870 i Springs, OR 97761 Tribal Council posted the p ro posed 2013 tribal budget on Sept. 21. T he proposal includes a p ro jected decrease o f nearly $2.29 mil lion from the 2012 tribal budget. T he budget reduction is the re sult o f a decline in enterprise divi dends to the tribes and settlement income, said tribal Secretary-Trea surer Charles Jody Calica. In his budget message, S-T Calica states: “W hen the Tribal Council takes action to finalize the 2013 tribal budget, total proposed expenditures will n o t be increased beyond this proposal. I f current econom ic con ditions continue into 2014, it will be probable that expenditure reductions will be m ade to keep the budget in balance.” T he Agency D istrict has a m eet ing regarding the budget scheduled fo r M o n d ay e v e n in g , O c t. 9. Seekseequa has a district m eeting scheduled for Tuesday evening, Oct. 10. The Simnasho D istrict meeting h a d rio t yet been set at press time. A final budget will not be adopted until m em bers have had a chance to com m ent at these and other pub lic meetings. (See the proposed budget on pages 14 and 15 of this publication.) Telecom cable project near done T he W arm Springs Telecom is ■hearing tfie com pletion o f project involving installation fiber optic cable. T he cable will provide for m uch stronger Internet and voice service, said T e le c o m m a n a g e r Jo s e Matanane. T he 7.3 miles o f under g ro u n d cable is going from the Telecom office to Eagle Butte. The contractor has been working on the project for about 45 days, w ith just a week or so left to go. T he Telecom had been using a point-to-point connection. The cable will be a great im provem ent, as a large volum e o f in fo rm a tio n — fro m N etflix, distance learning, voice and other data— is m oving over the Internet, said Matanane. C o s t o f th e n ew ca b le is $354,000. T he Telecom now has over 300 custom ers, including In dian H ead Casino.
