Twice Pendleton has voted upon the new form of government and both times It has lost. Judge Iw ell last evening ascribed the defeat to the wet element, to the gamblers and to men who had "pet projects In view which they feared might be dis turbed by the commraalonera.' He stated that these elements are no longer potent In Pendleton and ex pressed the belief that now is an op portune time to present the question again. A special election at which ; there la no other question would be held, he stated. . In his address. Judge IoweI re hearsed the history of municipal gov ernment In America and told some thing of the birth or the commission form in the rebuilding of Galveston after the destruction ' or that city by the tidal wave. There are now. over 400 cities which hare adopted it, he said.
