the legislative committee in chares
of the campaign for the proposed $..

would accept the position of execu
tive secretary.

tive Roy W. Ritner, of Pendleton,
voted unanimously last minday to of
fer the position to Mr. Dennis, bul
the latter did not decide to accept un

Mr. Dennis left last week for his
former home In La Grande, whre he
will adjust hla affairs so that hp
may return to Portland tomorrow to
establish the official headquarters
for the campaign. As an -ex-new,
paperman of broad experience. Mr.

publicity campaign and will dissem
inate Information to voters and good
roads organisations In support of
state.

WASHINGTON, . March 21. Ne
braska Is planning" the earliest Baby
Weeks of 1917, according to advices
received by the Children's Bureau.
California and Massachusetts and a
few communities In Pennsylvania.
and doubtless others wno have not
reported on their plans, will also hold
Baby Week in advance of the general
date. But in most of the 602 com
munities from which the Children's
Bureau has already heard. Baby
Week will be celebrated the first
week In May.
In Nebraska and a few other
states, the Mtate Baby Week commit
tees are suggesting that local cam
paigns tie held during different
weeks In different districts so that
circuits may be arranged for speak
ers and exhibit material. Where such
a plan is carried out. the state cele
bration will .probably last after the
th of May.
State-wide plans for Baby Week
are already ' under way In at least 11
states representing every section of
the country. Several state commit
tees have selected some one phase of
Infant welfare work for special em
phasis In this year's campaign. In
the state of Washington, for exam
ple, many communities are testing
the completeness of their birth rec
ords in advance of Baby Week. The
Importance of complete records is to
be emphasised also In Illinois, in Iowa
In New Hampshire and in Ohio.
The Delaware campaign Is to be de
voted to the prevention of infantile
paralysis. North Dakota calls atten
tlon to the needs of children under
school age. Kansas, which held the
record among all the ststes for the
largest number of local Baby Weeks
in 1 9 1 S. Is emphasizing three needs in
this year's plans: Complete birth
registration throughout the state; In
struction ol mothers in the principles
of baby care; and better understand
ing or the care that expectant mom
ers ought to have.
The details or local plans develop
later than the state plans, and these
are Just beginning to come to the
Children's bureau.-. It seems that lo
cal committees are commonly choos
ing one or more specific purposes In
order that the campaign may have
permanent results, even In states for
which no specific program is sug
gested.
The Children's Bureau has a bul
letin on the planning ancLarrying out
of Baby-Week campaigns and other
material of assistance to local com
mittees. which it Is glad to send upon
