It in proponed to establish one or two rural free delivery routes from Pendleton in accordance with the pro visions of the act of congress of Jan uary 15, 1900. The one most talked about, and whose meritn and drawbacks are being discussed is that leading up Wild Horse creek northeaptorly from Pendleton thence across the rich farm ing country to Kill ton, on the W. V ('. R, railroad, thence back to this city. One of the provisions in the law in to the effect that the route iiiunt he from 20 to 25 miles long. OloptOD has baen looking into the system and believes that it would be a good thing for Pendleton, as it would certainly he a great convenience to those living along the line and who would have their mail brought to tlieio by carrier daily, instead of having to travel from two to nine miles to town to get it. The roads must be good. This is an essential pro-requisite to anv investigation. On and after the tlrst day of April, 1901, the use i f water meters by all consumers of water from the Pendleton water works shall he compulsory, anil the city will not supplj water oxcept to consumers who use water meters and comply with the other provisions of this orafnanoe. Section 2. On and after the passage of this ordinance and its approval by the mayor the kind of water meters to ho put in hy consumers of water from the Pendleton water works phnll he the A. A. Crown meter, made hv the National Meter company, and Mid meters shall deinstalled in (MMSpllanc with the rules of the Pendleton Watel works, and said meters shall at all times b0 subject to inspect Ion and to be listed by employees ,if the Pendle ton water works. Section :l. It shall ho the duty of the superintendent of the Pendleton water works to enforce the use ol meters which will correctly register the consumption of water and it shall la; binding on tlu consumer to use a meter which will correctly register the consumption of the water. Section 4. The charue for water supplied shall be payable as soon as the monthly inspection of the meter has Ih'cii made, and if not so paid the amount due shall become a lien mi the FOal property and shall be entered in the record of liens and the collection thereof shall be in the manner of other I lens on real property.
