THK RURAL FRBE DELIVERY.
TROPOSAL TO BSTABLISH A ROUTE
FROM PBNDLETON.
BaneMts and Drawbacks of 'he System
Dlseussad The Movomont Is a
ProKresslva Ona.
It in proponed to establish one or
two rural free delivery routes from
Pendleton in accordance with the pro
visions of the act of congress of Jan
uary 15, 1900. The one most talked
about, and whose meritn and drawbacks
are being discussed is that leading up
Wild Horse creek northeaptorly from
Pendleton thence across the rich farm
ing country to Kill ton, on the W. V
('. R, railroad, thence back to this
city. One of the provisions in the law
in to the effect that the route iiiunt he
from 20 to 25 miles long. It must nerve
not lose than I"" fiimtlius and should
be so arranged that the carrier w ill not
no required tu travel over the same
ground twice in the Hume day.
K. B. OloptOD has baen looking into
the system and believes that it would
be a good thing for Pendleton, as it
would certainly he a great convenience
to those living along the line and who
would have their mail brought to tlieio
by carrier daily, instead of having to
travel from two to nine miles to town
to get it. Mr. Clopton ban la-en in
correspondence with ('apt. H. J.
Ormsby, special agent of the jMistofTice
department for the installins of the
rural free da ivory in tit t- sect inn of
countrv and surrounding this city, and
has gained much information from a
circular letter laRSlvao! from him. He
has been talking it up in the city
council, of which be is i, iiiciuIxt, and
will furnish suitable blanks to u num
ber of influential farmers along the
proposed route, for the purpose of in
citing t lie'o to proceed to make appli
cation 'or the service uiitiriling to law.
How to Obtain the Service.
Present a petition, addrisneil In the
first assistant postmaster general,

This petition should be signed only by
heads of families, and should BMBtiOD

proposed.
This signed petition should Ih sent
to Congressman Malcolm A. Moodv.
or one of Oregon's senators, ut Wash

indorse thereon his recommendation of
the service asked, ami forward the
petition to the department.
Its Purposa Bxplained
The purpose of the rnral free de
livery system is to give postal service
to those who have none, ami to carry
the uiuils daily to remote rural com
munities. The roads must be good.
This is an essential pro-requisite to
anv investigation. Those desiring the
delivery must be prepared to put up at
their own expense at some convenient
locution which can he reached by the
currier without tlistnoiit ing trom his
huggv, appropriate urn! secure hoxe
for tfie reception of the U. S. mails.
Hural curriers ore not required to de
liver mail to houses stunding buck
from the mair. rout I.
Method or Proeadur.
('pun reciept of u petition by the de
partment, a special agent is detailed (0
visit tin- location indicated, to map
uut a route or routes, and to select
rural carriers to be appointed by the
department. In all Mich cases the ad
vice of the representative in congress,
and also of the postmaster from whose
ollice it is proponed tbut the rural de
livery should start in sought und ob
tained .
Uural curriers give bond Tn the sum
of $500, with two sureties. Kach Ixmd
requires a 60-cent revenue stump to be
utlixed thereto. All rurul carriers are
under the control of the postmaster
from whose ollice the service in estab
lished. Kural curriers will take with
them upon their rounds u supply of
stamps, postal cards, etc. ; will Imi
uuthori.cd to give receipts for money
orders, und, if the patrons of the de
livery so desire It, to enclose the
orders, when grunted, in addressed en
velopes confided to their charge.
Opportunity Tor Farmars.
Instructions are in preparation, und
will shortly lie iawuad, authorising
them to register letters, giving receipts
for the name.
Those who live along the nr. posed
route will have to get in and do their
purl if thuy wisli to have the system
inaugurated. They ure the ones who
will he mostly hcuotilod, und upon
them v ill fall the work of preiariug
the patition and getting the requisite
number of signers They will he
assisted in their efforts in obtaining
the necessary blauks and in other
ways, but will uuve to signify tliut
they want it by their actions, before
others will take steps to coax them to
accept the service.

SCIENCE SCORES AGAIN.
A Preparation That Will Destroy the
Dandruff Germ Discovered.
linallv the scientific student has
discovered a certain remedy for dan
druff. When it first became known
that dandruff is the result of germ or
parasite that digs into the scalp, and
saps the vitality of hair at the root,
causing falling hair and baldness,
biologists got to woik to discover some
preparation that will kill that germ.
After a voar's labor in one laboratory,
the dandruff germ destroyer was dis
covered ; and it is now embodied in
Newhro's Herpicide, which besides
ciirint: baldness, and thinning hair,
siieodilv and )ornianoiitly eradicates
dandruff. "Pestroy the cause -you re
move the effect. "
