The Boers deserve more than they can get, but peace with honor is all they can reasonably expect. Under treatie- with other countries the United States mans already carry parcels wuigliing as much as eleven I oiei We Uo this much for foreign era which we refuse to do fur our own people, as in the domuttic mails i .11 cels are not carried exceeding four IouuaJs in weight. Since the rural free-delivery by-t-n. is Ijeiug extended it becomes in order to begin the agita tion for a parcel delivery system in connection with the mail. In Batffjl such a system is already in vogue, and it would be in tbir country if the ex press couipauies were not more strongly reprenented in legialative halls than the people. If Oregon had a congress man, or even u senator, worth the price of a tailor-made suit Oi clothes, bis voice could be raised in behalf of this enterprise. Tim express monopoly Would of course oppose the movement, but no monopoly gives up its cinch until it is driven to do so by lon e. They say they have tried anv number oi devices to attract congrega tions but without result and now they are at their wit's etitl. If prayer and fastim: ialis then they declare there is no other resource. It is a wonder that someone does let propose a law in dicting punishment upon those who remain away from the churches. THE MASTKRY OF THE OCSAN. The close of the nineteenth century witnesses the well-nigh complete triumph of human invention over the obstacles to speedy intercommunication presented by tie vast expansi and multiplied dangers of ocean travel. It is a far cry from little 3o0-ton steamer "Savannaii" of the vear ISM to the 000-ton "Peiitschland" or the L'S.uOO. ton "Oceanic" of the present day, but the difference between the iN-iluy trip o: tl.e lir-i -team vessel to cross the Atlantic and the recent ' day trip oi the "Deutschland" show- that the marine architect and engineer have employed the intervening years to good purpose. Not merely have they found a way to carry a complement of WOO souls' across the Atlantic at something like railway speed under normal con dition" of weather, but they have so great I v increased length and beam and depth, and huve multiplied boiler and engine power i" lilierally, that the biggest oi our big liners can go suiath in n- way triumphantly through an Atlantic gale, opposing the momentum of giant seas with the momentum Isirn oi :' i,OcKi tons oi displacement backed bv :i:,00o horse power in tin- engine r mm. The following note- were made by a representative of the Scientific American, who had the good fortune to be on tin- "Ileutschlaud" when she made iier record-breaking passage. The outward voyage wa- noteworthy lor the high average speed maintained, MeM knots an hour, tl.e nigh average horse !.. -r developed, !: foi the whole voyage, and for the fact that the i i.i--.ije tin- shortest ever made be tween any points in America ami Kurope, the tune from Sandy 1 1 - 1 -to the Lixird lieing 6 days 7 hours and .- minutes. The return journey, in view of the highly unfavorable weather conditions, via-even ni Te.re murkahle; for, although head winds, varying in strength irom 7 to II out of a )s)ssible strength of 1'.', with excep tionallv high sea-, were encountered on the first four days ol the trip, the run from Cherbourg to Sandy II was accomplished in i days anil Xi minutes at an average speed of "Jl. 10 knots an hour. The eastward record was rendered spectacular in the public eve by the fact purely accidental. as it hupjteiied that the ' 'ileiitschlund ' was scheduled to -ail one hour later than the "Kaiser Wilbelm, ' ' whose lastost record of ".'.'.711 knots an hour had been accomplished on her last eastward run. Twenty-two and a half hours alter starting, the "I' iiuchland" was abreast of the "Kaiser, and" she continued to add to her advantage at a reuiurkably even rate of MM knot per iiour. At tile in vitation of Mr. A. Bliediiug, the chief engineer, tin- representative visiteo the engine and Under rooms while the two vessels were abreast in the so called race, and at a time when the " I iciitsehland '- ' enigne- were indicat ing between :i7,oo and :w,ooo bores power, and be was al once impressed with the ipiiet and orderlinesat with which the staff of engineers, firemen and coal -passers were doing their work. The temperature in the stoke holds and on the hover engiiie-rooui platforms was but slightly above the normal oi the atiunh-phern, ami this in spile ol the fact that coal was Iwing OOBOUa led In the I'.'J furnaces at the rate of m tons per day, and that -lean, at 'Jill pounds pressure was be ing expanded in the twelve cylinders of tue twin, iiiadruplu-expansion engines at the rate of 178 tons ier hour. No clearer proof of the fact that steam ship designing, as carried out in a first-class establishment, is an exact science, and shipbuilding a iierfected art, could be asked lor than was pre sentedby the utter absence of excite ment or evidence of unwonted effort in (lie engine and lire rooms ol this line vessel under circumstances where such excitement would have been expected and natural. Tbat a M,Walan "Deutschland" with :17,000 horsti power would overtake and pas- a UO, uot) tou smaller edition of herself with i on" power was u foregone con clusion, provided, at least, that the safety valves were just lifting at the board of iuspection pressure of tl9 pounds to the square lucb. s Steam is led to two' 30 .Vs-inch high pressure cylinders which are placed in tandem above two llWViuch low prtwsurc cylinders, the total height from the lower platform to the top of the high-pressure cyl inders lining 4o feel. It then pusses to n 7;! ,i-H-incb first intermediate, then ( UM itich second intertned into, ami liuallv to tWO llWj-incli low-pres-un e. All the reciprocating ami rotating parts are of massive propor tions.. Thus, each low-pressure piston weiiihs 7 tons, the in-teii roil tons and the connoctioh rod 10 tons. The crank tuiaft is ft) .cot 8 :' inches loug. of 8 feel throw, artd weighs just under 100 tons. When it l j remembered that each of these ninintuoth engine runs at the exceptionally high speci f 77 to 80 revolutions, and that tin niston -need runs up as high as 10-10 ieet p.T minute, it can lie understood that a View Of the two engines iroin the amidships bulkhead doorway, w hen the sliii. is at lull sper-ii i- proiotimlli impressive. The cut-ot' tor the high pressure cylinders i- at 78 per cent, or the two intermediates at 70 per cent. and for the two low .pressure cylinders at 68 ner cent. Bearing in mind the hiirh initial pres-iire, the late cut-off the length of the stroke ami the high piston-speed, one can lealir.e how tin un preced. nted indication of Sii.'Jlll horse power for the whole vovage could be accoillpli-'hcd. Ike total coal consumption for twenty-four hours, including the mix iliaries, wa- "n- ton-, which works out at the highlv economical ligure of 1.4ft pounds per horse power pel hour. This nigh economy is due in general tO the all-round excellence of the boilers and engines, but particularly to the How den's breed draught, with which the boilers are lifted, in winch the air supply to the furnace- is raised by the heat of the escaping furnace gases from 70 to 270 tlegree- V'ah. . before it enters the furnaces the temperature oi the uptake being lowered by a cor responding MO degreei ' ah. On the return trip to America the "Deutschland received the lirst. real test of her capabilities in vart ing con ditions of wind and seas and the re-nlt proved that, given a vessel ol sufficient strength, weight ami power, the lull strength of mi Atlantic gale is power less to stop her. Leaving Cherbourg at HMO p. m. on the l.th ul: she at once MOattNtered a fresh wind and rough beam sea, in which an average ul 22.1 knot- was maintained lor 1. hours, or until noon ot the 1Mb. In the next 21 hours the vessel made 440 knots in snuullv weather and a very rough sea. despite a iengthv detention while -teaming in a circle and hmcr- iii.: a hoat in vein 1 1 of a seaman who had been carrud overloard. On the 1Mb the wind increased ton strong gale, the rollers nieetinu the shin on the port bow. l-'or six hours it blew with a strength of 10 to 11 out of a maxi mum possible rating of 12, and the hip maintained a tritle over 20 knots against what the ship's loir designates as a "-trong gule, with long, heavv rolling sea. and irregular high swell," the crests of the rollers making a clear sweep oi tin- forecastle deck ami falling in a mungiticent cascade fur to leeward. It was only after the seas had torn loose an iron ladder and twisted the railing of the forecastle deck that tbe engines were slowed down to lU.fi knots, at which speed for four hours the -hip r. do eadly acres- the seas without the least suggestion of a roll. The litter absence of rolling in a quartering seii of smli profNirlious was surprising, for in the height of gale in which the "St. l'aul" iiad to turn and run before the seu for five hours, it was not necessary to place the racks upon the table ut tin lunch hour. On this day tin- ship ran .102 knots, an average of over 2i knots an hour. On the following dav the ,--sei made i7:l knots, and on the last day over 1.00 knots, althouuh, owing to an error of calculation, the run was given as onlv Mi knots. It i- inevitable that the development of 37,000 horse tvnwer on the propellers oi such an elastic structure as the hull of a 700-foot liner should result in u certain measure of vibration. This vibration is not due to defective balancing in the engine-, which are built on the Yarrow-Schl ick-Twcedv system, but is probable inevitable when two propellers are each expend ing 1,000 horse power upon the water. We very much question whether the apnl ieation of turbine propulsion will remove a dillicnlty whose source evi dently lies elsewhere than in the engine room.
