Atlantic Treaty Main Points Step By Step Senators to Vote Late Thursday See Btorj Page Oni WASHINGTON W) Here are the principal points of the North Atlantic Treaty up for Senate rati fication late Thursday. Stated purpose "To safeguard the freedom, common heritage and civiliiation of their peoples, founded on the principles of de mocracy, individual liberty and the rule of law." Member countries United States, Britain. Canada. France, BclEiiim. The Netherlands, Lux embourg, Norway. Italy, Portugal, Denmark and Iceland. Key provision "An armed at tack against one or more of them in Europe or North America shall be considered an attack against them all . . . ." If thai happens each country pledges to "assist the party or parties so attacked by taking forthwith, individually and In con rert with other parties, such ac tion as It deems necessary, Includ ing the use of armed force . . ." What specific kind of an attack would set the alliance in motion? "An armed attack on the terri tory of any of the parties in Ku rope, or North America, on the occupation forces of any party In Europe, on the islands under the jurisdiction of any party in the North Atlantic area north of the Tropic of Cancer or on the vessels or aircraft In this area of any of the parties." First steps The member countries propose to build them selves up to the point where they can hope to resist armed attack by (A) Providing each other with "continuous and effective self-help and mutual aid" and, (B) Seeking to "eliminate conflict In their international economic poli cies" so as to "encourage economic collaboration between any or all of them." Step-by-step The members will establish a council to consi der ways of carrying out the trea ty. The council will set up as many sub-agencies as are needed but specifically and at once a "defense committee" to recom mend measures of self-help and exact steps to be followed In event of attack.
